Vision Principle: Neighborhood and Community <br />Transformation. The Comprehensive Plan recommends heavy <br />industrial development. <br /> <br />1. Stephen Romune, 999 Waterside Drive, Norfolk, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-05-19 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />d) UP-05-25 <br /> <br />DOWNTOWN NEIGHBORHOOD - Karl Dornemann requests a <br />use permit for a restaurant at 450 B Court Street. Vision <br />Principle: A Robust and Prospering Economy. The <br />Comprehensive Plan recommends downtown mixed-use <br />development. <br /> <br />1. Karl E. Dornemann, 348 Broad Street, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that UP-05-19 be approved on first <br />reading, and was adopted by a vote 6-0-1 (Heretick - business interest). <br /> <br />(e) Z-05-11 <br /> <br />NEWPORT NEIGHBORHOOD - Portsmouth Venture One, LLC <br />requests a rezoning from residential multi-family conditional, RM- <br />60-K with a Traditional Neighborhood Development (TND) <br />Overlay to residential multi-family conditional, RM-60-K with a <br />TND Overlay to amend the design guidelines and to exchange the <br />traffic signal and turning lane for a traffic circle feature. Vision <br />Principle: Neighborhood and Community Transformation. The <br />Comprehensive Plan recommends mixed residential <br />development. <br /> <br />1. Catherine Holder, 448 Viking Drive, Suite 220, Virginia Beach, spoke in support of <br />this item. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that UP-05-19 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />05 - 409 <br /> <br />- Speakers Forum - <br /> <br />Public Comment (Agenda/Non-Agenda). <br /> <br />1. Joseph Wright, 1451 Welcome Road, first, wanted to thank Mayor Holley for doing <br />such a good job as mayor. Second, he expressed his concern with regards to the <br />maltreatment of the Police Department and the high turnover rate of Police Officers. <br />He also suggested how the City could retain its Police Chief. Last, he wanted to <br />know, from Council, when the ditches in Cavalier Manor would be closed. <br /> <br />2. J. Brewer Moore, 308 Bobby Jones Drive, wanted Council to recognize the <br />importance of the Battle at Craney Island and suggested that the events be recalled <br />and included in the construction of the Path of History. <br /> <br />3. Kathleen Carlson, 100 Snead Fairway, expressed the importance of Community <br />Emergency Response Team (CERT) Training and the City being prepared in the <br />wake of a disaster. She also wanted to express her concern for child safety. <br /> <br />4. David Gonzales, 401 Riverside Drive, spoke in opposition to Item 05-415 concerning <br />the Performance Contract for the Department of Behavioral Healthcare Services. <br />
