(c) UP-05-23 September 13. 2005 CRADOCK NEIGHBORHOOD General Dynamics/Nextel Communications of the Mid-Atlantic requests a use permit for a new communications tower on a portion of 1940 Victory Boulevard. Vision Principle: Neighborhood and Community Transformation. The Comprehensive Plan recommends heavy industrial development. 1. Stephen Romune, 999 Waterside Drive, Norfolk, spoke in support of this item. Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the recommendation of the Planning Commission that UP-05-19 be approved on first reading, and was adopted by unanimous vote. d) UP-05-25 DOWNTOWN NEIGHBORHOOD - Karl Dornemann requests a use permit for a restaurant at 450 B Court Street. Vision Principle: A Robust and Prospering Economy. The Comprehensive Plan recommends downtown mixed-use development. 1. Karl E. Dornemann, 348 Broad Street, spoke in support of this item. Motion by Mr. Moody, and seconded by Ms. Randall, to concur with the recommendation of the Planning Commission that UP-05-19 be approved on first reading, and was adopted by a vote 6-0-1 (Heretick - business interest). (e) Z-05-11 NEWPORT NEIGHBORHOOD - Portsmouth Venture One, LLC requests a rezoning from residential multi-family conditional, RM- 60-K with a Traditional Neighborhood Development (TND) Overlay to residential multi-family conditional, RM-60-K with a TND Overlay to amend the design guidelines and to exchange the traffic signal and turning lane for a traffic circle feature. Vision Principle: Neighborhood and Community Transformation. The Comprehensive Plan recommends mixed residential development. 1. Catherine Holder, 448 Viking Drive, Suite 220, Virginia Beach, spoke in support of this item. Motion by Mr. Whitehurst, and seconded by Ms. Randall, to concur with the recommendation of the Planning Commission that UP-05-19 be approved on first reading, and was adopted by unanimous vote. 05 - 409 - Speakers Forum - Public Comment (Agenda/Non-Agenda). 1. Joseph Wright, 1451 Welcome Road, first, wanted to thank Mayor Holley for doing such a good job as mayor. Second, he expressed his concern with regards to the maltreatment of the Police Department and the high turnover rate of Police Officers. He also suggested how the City could retain its Police Chief. Last, he wanted to know, from Council, when the ditches in Cavalier Manor would be closed. 2. J. Brewer Moore, 308 Bobby Jones Drive, wanted Council to recognize the importance of the Battle at Craney Island and suggested that the events be recalled and included in the construction of the Path of History. 3. Kathleen Carlson, 100 Snead Fairway, expressed the importance of Community Emergency Response Team (CERT) Training and the City being prepared in the wake of a disaster. She also wanted to express her concern for child safety. 4. David Gonzales, 401 Riverside Drive, spoke in opposition to Item 05-415 concerning the Performance Contract for the Department of Behavioral Healthcare Services.
