<br />AUQust 9. 2005 <br /> <br />05 - 353 - Adoption of an ordinance to appropriate $150,000 for an increase in the <br />estimated revenues and expenditure authority in the FY 2004-2005 Comprehensive <br />Services Act Fund Operating Budget. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Background: <br />. CSA's therapeutic and residential foster care costs (which made up 71 % of the <br />program costs in FY 2005) have increased by 31 % over FY 2004. The number of <br />clients served in this group has increased by 27% during the same period. Although <br />there have been significant decreases in other client categories, the increase in the total <br />cost of residential and therapeutic foster care outweighed the decreases. <br /> <br />Discussion: <br />. The funds provided will be used to pay for all outstanding services rendered to <br />CSA clients during FY 2005. <br />. Financial Impact: This action would increase the expenditure authority of the <br />CSA by $150,000 for therapeutic foster care services. <br /> <br />Staff Recommendation: <br />Adoption of an ordinance to appropriate $150,000 for an increase in the estimated <br />revenues and expenditure authority in the FY 2004-2005 Comprehensive Services Act <br />Fund Operating Budget. The CSA office will pay for all outstanding services rendered to the City's foster <br />children in FY 2005. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE INCREASING ESTIMATED REVENUES AND EXPENDITURE <br />AUTHORITY IN THE FY 2004-2005 COMPREHENSIVE SERVCES ACT FUND <br />OPERATING BUDGET." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 354 - Adoption of an ordinance to appropriate an additional $235,000 in the FY <br />2004-2005 Comprehensive Services Act Fund Operating Budget for Medicaid <br />payments required to close out FY 2005. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />Background: <br />. The City of Portsmouth is required to pay the match on all Medicaid payments <br />made on behalf of its foster children. The local match revenues for Medicaid payments <br />were not included in the FY 2005 budget. The attached analysis details the increase in <br />Medicaid match costs over the past several years. <br /> <br />Discussion: <br />. Medicaid is the primary health care provider for the City's children in foster care. <br />This federal grant requires that the State of Virginia and its benefiting localities <br />contribute to the cost of care. <br /> <br />.
