<br />AUQust 9. 2005 <br /> <br />Next Steps Following Council Action: <br />. None. <br /> <br />Motion by Ms. Psi mas, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE APPROPRIATING AN ADDITIONAL $235,000 IN THE FY 2004- <br />2005 COMPREHENSIVE SERVICES ACT FUND OPERATING BUDGET." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 355 - Adoption of a resolution to amend the City Council Rules of Order and <br />Procedure. Vision Principle: Bold New Directions. <br /> <br />1. Ellis James, 2021 Kenlake Place, Norfolk, spoke in opposition to this item. <br /> <br />2. Terry Danaher, 413 Dinwiddie Street, held a neutral position on this item. <br /> <br />3. Reggie Allen, 1421 Wilcox Avenue, spoke in opposition to this item. <br /> <br />4. Martha Ann Creecy, 317 Dinwiddie Street, spoke in opposition to this item. <br /> <br />5. John Lifsy, 229 Mount Vernon Avenue, spoke in opposition to this item. <br /> <br />5. Helen Person, 600 Rutter Street, Apt. B, spoke in opposition to this item. <br /> <br />Background: <br />. City Council meetings are conducted under rules adopted by Council. From time <br />to time, Council amends these rules to improve the conduct of meetings, and to better <br />serve the citizens. <br />. The City Council Rules of Order and Procedure were last amended on July 13, <br />2004. <br /> <br />Discussion: <br />. The significant changes to the rules are as follows: <br />'" Change term "executive session" to "closed meeting" to comply with Virginia <br />FOIA; <br />'" <br />'" <br />'" <br /> <br />Enhance minutes of meetings; <br />Restrictions on applause and on personal attacks on citizens; and <br />Adjust order of business, involving time when speakers may address Council. <br />Financial Impact: There is no financial impact. <br /> <br />. <br /> <br />Staff Recommends: <br />Adoption of a resolution to amend the City Council Rules of Order and Procedure. <br />Vision Principle: Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. Distribute amended rules to City Council. <br />. Maintain a copy of amended rules in Clerk's Office for public information and use. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION ADOPTING THE RULES OR ORDER AND PROCEDURE OF <br />PORTSMOUTH CITY COUNCIL. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />attached Rules of Order and Procedure of Portsmouth City Council be, and hereby are, <br />adopted." <br /> <br />Ayes: Heretick, Moody, Psi mas, Whitehurst <br />Nays: Randall, Smith, Holley <br />
