<br />AUQust 9. 2005 <br /> <br />Discussion: <br />. Financial Impact: The additional funding will add to the Portsmouth Public <br />Library's Operating Budget and enable the library to purchase additional books for the <br />benefit of Portsmouth citizens. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to appropriate an additional $5,932 to the Portsmouth <br />Public Library, in accordance to the additional Library of Virginia appropriation that <br />resulted in the recalculation of the State Aid formula for public libraries. Vision Principle: <br />Lifelong Learning Community. <br /> <br />Next Steps Following Council Action: <br />. If the additional funds are appropriated, the Library Director will direct the funds <br />into the Books-State line item (400-48020) in the FY 2005-2006 Operating Budget. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE APPROPRIATING AN ADDITIONAL $5,932 IN THE GENERAL <br />FUND OPERATING BUDGET FOR THE PORTSMOUTH PUBLIC LIBRARY." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 352 - Adoption of an ordinance to appropriate $5,000 from the Local Government <br />Challenge Grant to the Department of Museums for the 35th Seawall Art Show. No <br />cash match is required. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Background: <br />. The grant will fund support of expenses for artist's awards for the Seawall Art <br />Show to be held August 27-28, 2005. <br />. The 35th annual Seawall Art Show will feature 90 fine art and fine craft artists <br />representing twelve different states from the Southeast and beyond. <br />. All monetary support for the Seawall Art Show comes from grants, donations and <br />corporate sponsors. <br />. Proceeds from the art show have funded special exhibits such as the silver <br />exhibit at the Courthouse Galleries, as well as special banners for outside the Galleries. <br /> <br />Discussion: <br />. Financial Impact: There is no local cash match required for this grant. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to appropriate $5,000 from the Local Government Challenge <br />Grant to the Department of Museums for the 35th Seawall Art Show. The Portsmouth Museums Foundation will maintain oversight and fiscal <br />responsibility of this program. <br /> <br />Motion by Ms. Psi mas, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE ACCEPTING A LOCAL GOVERNMENT CHALLENGE GRANT <br />FROM THE COMMONWEALTH OF VIRGINIA COMMISSION FOR THE ARTS IN THE <br />AMOUNT OF $5,000 AND APPROPRIATING SAID AMOUNT IN THE FY 2005-2006 <br />GRANTS FUND FOR THE 35TH ANNUAL SEAWALL ART SHOW." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br />
