Vision Principle: Neighborhood and Community <br />Transformation. The Comprehensive Plan recommends mixed- <br />used development. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to concur with the <br />recommendation of Planning Commission that UP-05-18 be approved on first reading, <br />and was adopted by a unanimous vote. <br /> <br />- City Manager's Report - <br /> <br />05 - 312 - Adoption of an ordinance to appropriate an additional $36,478.00 to the <br />State Part C Funds in accordance with the 2005 General Assembly Appropriations <br />Act, Item 334, to be expended by June 30, 2006 by the Department of Behavioral <br />Healthcare Services. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Background: <br />. The Department of Mental Health, Mental Retardation and Substance Abuse <br />Services (DMHMRSAS) funded $305,267.00 for FY04-05 for the Portsmouth <br />Department of Behavioral Healthcare Services (BHS) to provide Part C Early <br />Intervention Services to infants and toddlers (BHS is referred to as the Infant and <br />Toddler Connection of Portsmouth). <br />. In accordance with the 2005 General Assembly Appropriations Act, Item 334, the <br />2005 General Assembly approved $36,478.00 additional funds for the provision of Part <br />C services for FY 04-05. It further stipulated if these additional funds were unexpended <br />by June 30, 2005, they must be obligated and expended in FY05-06 by June 30, 2006. <br />. These additional funds must be used for the provision of direct services to Part C <br />eligible children, in accordance with the requirements and provisions in the Part C <br />contract. <br /> <br />Discussion: <br />. Services provided through Part C of the Individuals with Disabilities Education <br />Act (20 U.S.C., 1431 et seq.) as amended, are designed to meet the developmental <br />needs of each child and the needs of the family, related to enhancing the child's <br />development, and provided to children from birth to age three who have a twenty-five <br />percent developmental delay in one or more areas of development, exhibit atypical <br />development, or have a diagnosed physical or mental condition that has a high <br />probability of resulting in developmental delay. <br />. Financial Impact: There is the increased benefit to the Portsmouth children and <br />families served by the Part C program of additional funding for direct services. There is <br />no negative financial impact on the city. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to appropriate an additional $36,478.00 to the State <br />Part C Funds in Accordance with the 2005 General Assembly Appropriations Act, Item <br />334 to be expended by June 30, 2006 by the Department of Behavioral Healthcare <br />Services. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. If the additional funds are appropriated, the Director of BHS will ensure the funds <br />are budgeted in the FY 05-06 Part C program for the provision of direct services. <br />.
