<br />July 12. 2005 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 12, 2005, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Reverend D. A. Peace, Zion Bethel United Church of Christ, opened the <br />meeting with prayer, Frank Hernandez, opera singer with the TodiMusicFest, sang the <br />National Anthem which was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Randall, to approve the minutes <br />of a Called Meeting on June 27, 2005, a Called Meeting on June 28, 2005, and a <br />Regular Meeting on June 28, 2005, and was adopted by unanimous vote. <br /> <br />- Public Hearing - <br /> <br />05 - 311 - Public hearing on rezoning and use permit applications: <br /> <br />(a) Z-05-09 <br /> <br />WESTHAVEN NEIGHBORHOOD - Portsmouth Redevelopment <br />and Housing Authority requests a rezoning of property located at <br />3300 Scott Street and a portion of the currently closed Race <br />Street to the streets centerline bordering. The property will be <br />rezoned from residential single-family, RS-75 to commercial, C- <br />2. Vision Principle: Neighborhood and Community <br />Transformation. The Comprehensive Plan recommends <br />commercial development. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that Z-05-09 be approved on first <br />reading, and was adopted by a unanimous vote. <br /> <br />(b) UP-05-14 <br /> <br />SIMONSDALE NEIGHBORHOOD - Mr. Albert M. Weeks <br />requests a use permit to build a duplex at 2 Mohican Drive. <br />Vision Principle: Neighborhood and Community Transformation. <br />Comprehensive Plan recommends residential development. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of Planning Commission that UP-05-14 be approved on first reading, <br />and was adopted by a unanimous vote. <br /> <br />(c) UP-05-15 <br /> <br />DOWNTOWN CORRIDOR - Terrence Webb for Alice Mae's Soul <br />Food Cafe is requesting a use permit to change from an eating <br />establishment to a restaurant at their current facility at 515 <br />Washington Street. Vision Principle: A Robust and Prospering <br />Economy. The Comprehensive Plan recommends commercial <br />development. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of Planning Commission that UP-05-15 be approved on first reading, <br />and was adopted by a unanimous vote. <br /> <br />(d) UP-05-17 <br /> <br />HIGHLANDS NEIGHBORHOOD - Mount Carmel International <br />Worship Center requests a use permit to operate a religious <br />based childcare center at 3328 Victory Boulevard. Vision <br />Principles: Neighborhood and Community Transformation and <br />Lifelong Learning Community. The Comprehensive Plan <br />recommends a mixed-use corridor. <br />
