June 28. 2005 Staff Recommends: Adoption of a resolution requesting allocation of funds of up to $1,000,000 through the Virginia Department of Transportation Fiscal Year 2005-2006 Revenue Sharing Program to fund street and infrastructure improvements as required for the proposed Tidewater Community College Campus in Portsmouth, with a $2,000,000 match requirement from the City's Fiscal Year 2007 Capital Improvements Program. Proposed requests for these funds must be submitted to the District VDOT office by July 13, 2005. . Preparation of the required application, plans, and total scope to VDOT to obtain approval of the proposed project as a locally administered project in VDOT's Six Year Plan. 1. Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION REQUESTING ALLOCATION OF FUNDS FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION FISCAL YEAR 2005-2006, REVENUE SHARING PROGRAM FOR STREET AND INFRASTRUCTURE IMPROVEMENTS AT THE PROPOSED TIDEWATER COMMUNITY COLLEGE CAMPUS IN PORTSMOUTH. WHEREAS, the Council of the City of Portsmouth desires to submit an application for an allocation of funds of up to $1,000,000 through the Virginia Department of Transportation Fiscal Year 2005-2006 Revenue Sharing Program; and WHEREAS, these funds are requested to fund improvements for street and infrastructure improvements at the proposed Tidewater Community College Campus in the Victory Commerce Park area of Portsmouth, improvements estimated to have a total cost of $3,000,000. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Portsmouth hereby expresses its support for this application for an allocation of $1,000,000 through the Virginia Department of Transportation Revenue Sharing Program." Hereth. "y Vice Mayor Moody informed Council of concerns from residents in Simonsdale regarding no fishing in the tidal waters of City Park and asked that staff look into this to determine if this is the policy and if so, make changes allowing for a safe area where fishing is possible.
