<br />June 28. 2005 <br /> <br />WHEREAS, a Location and Design Public Hearing was conducted on June 8, <br />2005, in the City of Portsmouth by representatives of the Commonwealth of Virginia <br />Department of Transportation after due and proper notice for the purpose of <br />considering the proposed location and design of the Design and Construction of <br />Roadway Improvements to Support APM Terminal, Project # 0164-124-105, PE1 01, in <br />the City of Portsmouth, at which hearing aerial photographs, drawings and other <br />pertinent information were made available for public inspection in accordance with <br />state and federal requirements; and <br /> <br />WHEREAS, all persons and parties in attendance were afforded full opportunity <br />to participate in said public hearing; and <br /> <br />WHEREAS, representatives of the City of Portsmouth were present and <br />participated in said hearing; and <br /> <br />WHEREAS, the Council of the City of Portsmouth had previously requested the <br />Virginia Department of Transportation to program this project; and <br /> <br />WHEREAS, the Council has considered all such matters. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of <br />Portsmouth that it hereby approves the location and design of the proposed project as <br />presented at the Public Hearing. <br /> <br />BE IT FURTHER RESOLVED that the City of Portsmouth requests the Virginia <br />Department of Transportation to acquire all rights of way necessary for the project in <br />the name of the Commonwealth of Virginia at the appropriate time." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 292 - Adoption of a resolution requesting allocation of funds of up to $1,000,000 <br />through the Virginia Department of Transportation Fiscal Year 2005-2006 Revenue <br />Sharing Program to fund street and infrastructure improvements as required for the <br />proposed Tidewater Community College Campus in Portsmouth, with a $2,000,000 <br />match requirement from the City's Fiscal Year 2007 Capital Improvements Program. <br />Vision Principles: Neighborhood and Community Transformation & Lifelong Learning <br />Community. <br /> <br />Background: <br />. The Commonwealth Transportation Board's (CTB) Revenue Sharing Program has <br />been modified and its funding increased for the upcoming year. <br />. The Revenue Sharing Program had only been available in the past to counties in <br />the Commonwealth with a funding limitation of $500,000 per locality. <br />. The program was expanded by the CTB to include the urban municipalities, and <br />the maximum available funding per locality was increased to $1,000,000 on a one-to- <br />one matching basis. <br /> <br />Discussion: <br />. The project recommended to City Council for submission is a portion of the street <br />and infrastructure to support the proposed TCC Campus at the Victory Commerce <br />Park. <br />. The streets proposed for the revenue sharing funds are highlighted on the attached <br />map. <br />. The estimated cost of the streets and infrastructure highlighted on the attached <br />map is $3,000,000, of which $1,000,000 is being requested from the CTB revenue <br />sharing program. <br />. Financial Impact: $2,000,000 match requirement from the City's FY 07 CIP. <br />
