<br />June 28. 2005 <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to execute a Deed of Release to the <br />Economic Development Authority of the City of Portsmouth, Virginia for the release of <br />a certain utility easement that exists in a closed and vacated portion of Griffin Street <br />lying between Seventh Street (formerly Washington Street) and Fifth Street, as he <br />deems to be in the best interest of the City at such time as he may deem appropriate. <br /> <br />BE IT FURTHER RESOLVED that the City Manager is hereby authorized to <br />execute such deeds, plats and other documents necessary to effect the release of a <br />utility easement existing in a closed and vacated portion of Griffin Street lying between <br />Seventh Street (formerly Washington Street) and Fifth Street, and to require such <br />deeds and documents to contain such other provisions as he may deem appropriate <br />and in the best interest of the City of Portsmouth." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 291 - Adoption of a resolution approving the plans for the APM Terminal <br />Interchange on Route 164 as presented by the Virginia Department of Transportation <br />at the Public Hearing held June 8, 2005. Vision Principles: World Class Maritime <br />Center & Neighborhood and Community Transformation. <br /> <br />Background: <br />. As a result of Maersk announcing to build APM Terminals in the West Norfolk area <br />of Portsmouth there became a need for modifications to Route 164 to serve the <br />terminal. <br />. VDOT accepted responsibility for construction of the necessary interchange. <br />. Preliminary design plans outlining the scope of the proposed interchange to the APM <br />Terminal have been prepared by the Virginia Department of Transportation's (VDOT) <br />consultant. <br />. On June 8, 2005 VDOT held a Public Hearing on the proposed improvements. <br />Discussion: <br />. Approximately 24 individuals attended the public hearing, and no adverse comments <br />were received regarding the interchange and its design. <br />. Approval of the interchange design by City Council is required by VDOT in order for <br />them to proceed to the next stage of the project. <br /> <br />. Financial Impact: The requested action of approving the design of the proposed <br />interchange will have no financial impact on the City. <br /> <br />Staff Recommends: <br />Adoption of a resolution approving the plans for the APM Terminal Interchange on <br />Route 164 as presented by the Virginia Department of Transportation at the Public <br />Hearing held June 8, 2005. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Next Steps Following Council Action: <br />. Plans will be brought before the Commonwealth Transportation Board at their July <br />2005 meeting. <br />. Pending approval by the CTB, construction is expected to commence this summer <br />with completion to coincide with the opening of the Terminal in 2007. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION APPROVING THE PLANS FOR THE APM TERMINAL <br />INTERCHANGE ON ROUTE 164 AS PRESENTED BY THE VIRGINIA <br />DEPARTMENT OF TRANSPORTATION AT THE PUBLIC HEARING HELD JUNE 8, <br />2005. <br />
