<br />June 28. 2005 <br /> <br />Staff Recommends: <br />Adoption of an ordinance to accept a reimbursement grant from USDA for $488,769.92, <br />and to appropriate $488,769.92 in the Grants Fund for the USDA Summer Food <br />Program. No City cash match required. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. The full implementation of the USDA Summer Food Program throughout the <br />Summer of 2005. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE ACCEPTING A U.S. DEPARTMENT OF AGRICULTURE (USDA) <br />REIMBURSEMENT GRANT AND APPROPRIATING $488,770 IN THE FY <br />2004-2005 GRANTS FUND FOR THE USDA SUMMER FOOD PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 290 - Adoption of a resolution authorizing the City Manager to execute a Deed <br />and any other required documents necessary to release the easement reserved on <br />Griffin Street upon its vacation and closure. Vision Principle: Bold New Direction. <br /> <br />Background: <br />. At the request of PRHA, Griffin Street was closed and vacated by ordinance adopted <br />by the Portsmouth City Council on August 23, 1977. This ordinance further reserved a <br />utility easement in that portion of Griffin Street being closed. <br />. It has been determined that no utilities exist within this easement area and there are <br />no proposed plans to install utilities within this easement area. Therefore, there is no <br />further need for this easement. <br /> <br />. This property is now owned by the Portsmouth Economic Development Authority, <br />and is being actively marketed. <br /> <br />Discussion: <br />. Financial Impact: The release of this easement will allow for the sale and <br />development of this property. <br /> <br />Staff Recommends: <br />Adoption of a Resolution authorizing the City Manager to execute a Deed and any other <br />required documents necessary to release the easement reserved on Griffin Street upon <br />its vacation and closure. Vision Principal: Robust and Prospering Economy. <br /> <br />Next Steps following City Council Action: <br />. The City Manager will execute the Deed of Release and any other required <br />documents on behalf of the City to complete the release of the easement. <br />. The Office of the City Attorney will see to the preparation of appropriate documents <br />for releasing the reserved easement. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED OF <br />RELEASE FROM THE CITY OF PORTSMOUTH TO THE ECONOMIC <br />DEVELOPMENT AUTHORITY FOR A CERTAIN UTILITY EASEMENT THAT <br />EXISTS IN A CLOSED AND VACATED PORTION OF GRIFFIN STREET LYING <br />BETWEEN SEVENTH STREET (FORMERLY WASHINGTON STREET) AND FIFTH <br />STREET. <br />
