280 January 25, 1994 NOW, THEREFORE, BE IT RESOLVED.by the Council of the City of Portsmouth, Virginia, that vincent T. Cherry, Albert J. Cart, Richard Todd, George N. Powers, Sr, and Richard Wood be appointed viewers, and that Waldo Davis and Purvis H. Richardson be appointed alternate viewers in the event one of the preceding viewers fails to participate, said viewers to view the hereinafter described street, and to report to this Council in writing whether in their opinion, any, and if any what, inconvenience would result in vacating andclosing the following: A portion of unimproved Pennock Street, as shown on Plate 151 of the records of the City Assessor for the City of Portsmouth, bounded on the west by the eastern side of Deep Creek Boulevard and property of Wesley Frye, and bounded on the east by.that portion of Pennock Street previously closed and vacated by Ordinance number 1991-59 of the Council of the City of Portsmouth; said portion of Pennock Street to he'closed and vacated.extending eastwardly from Deep CreekBoulevard three hundredand eighty feet.-" Ayes: Clemons, Epperson, Griffin, King, Pitts Nays: -None 94-31 - Letter from the City Manager recommending adoption of a motion to transfer $104,609 from the Grants Contingency Account for early intervention services, "The Executive Director of the Community Services Board has informed me that the City has been awarded two grants for the expansion of our early intervention services programs. Funding in the a~ount of $95,024 has been made available as a result of action by the 1993 General Assembly which made Virginia an entitlement state for these services. Funds will be used to hire staff who will be responsible for coordinating activities of Portsmouth Parents and Children Together, an interagency coordinating council, and for screening, follow-up and direct services to:eligibledevelopmentally delayed children, toddlers and their families. No local match is required. Additionally, the Community Services Board has received supplemental funding in the amount of $9,585 to employ a part-time Data Technician to track each family and child from the time they are referred until they leave the program. No local match is required. I aah pleased that we are able to provide these services and therefore recommend a transfer from the Grants Contingency Account for both of these grants in the amount of $104,609." Motion by Mr. Epperson, and seconded by Mr. Pitts, to transfer $104,609 for early intervention services, and was adopted by the following vote: Ayes: Clemons, Epperson, Griffin, King, Pitts Nays: None - NEW BUSINESS 94-32 - Boards and Commissions There were no appointments.
