280 <br /> <br />January 25, 1994 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED.by the Council of the City <br />of Portsmouth, Virginia, that vincent T. Cherry, Albert J. <br />Cart, Richard Todd, George N. Powers, Sr, and Richard Wood be <br />appointed viewers, and that Waldo Davis and Purvis H. <br />Richardson be appointed alternate viewers in the event one of <br />the preceding viewers fails to participate, said viewers to <br />view the hereinafter described street, and to report to this <br />Council in writing whether in their opinion, any, and if any <br />what, inconvenience would result in vacating andclosing the <br />following: <br /> <br /> A portion of unimproved Pennock Street, as shown on Plate <br />151 of the records of the City Assessor for the City of <br />Portsmouth, bounded on the west by the eastern side of Deep <br />Creek Boulevard and property of Wesley Frye, and bounded on the <br />east by.that portion of Pennock Street previously closed and <br />vacated by Ordinance number 1991-59 of the Council of the City <br />of Portsmouth; said portion of Pennock Street to he'closed and <br />vacated.extending eastwardly from Deep CreekBoulevard three <br />hundredand eighty feet.-" <br /> <br />Ayes: Clemons, Epperson, Griffin, King, Pitts <br />Nays: -None <br /> <br />94-31 - Letter from the City Manager recommending adoption of a <br />motion to transfer $104,609 from the Grants Contingency Account <br />for early intervention services, <br /> <br /> "The Executive Director of the Community Services Board <br />has informed me that the City has been awarded two grants for <br />the expansion of our early intervention services programs. <br /> <br /> Funding in the a~ount of $95,024 has been made available <br />as a result of action by the 1993 General Assembly which made <br />Virginia an entitlement state for these services. Funds will be <br />used to hire staff who will be responsible for coordinating <br />activities of Portsmouth Parents and Children Together, an <br />interagency coordinating council, and for screening, follow-up <br />and direct services to:eligibledevelopmentally delayed <br />children, toddlers and their families. No local match is <br />required. <br /> <br /> Additionally, the Community Services Board has received <br /> supplemental funding in the amount of $9,585 to employ a <br /> part-time Data Technician to track each family and child from <br /> the time they are referred until they leave the program. No <br /> local match is required. <br /> <br /> I aah pleased that we are able to provide these services <br /> and therefore recommend a transfer from the Grants Contingency <br /> Account for both of these grants in the amount of $104,609." <br /> <br /> Motion by Mr. Epperson, and seconded by Mr. Pitts, to <br />transfer $104,609 for early intervention services, and was <br />adopted by the following vote: <br /> <br />Ayes: Clemons, Epperson, Griffin, King, Pitts <br />Nays: None <br /> <br /> - NEW BUSINESS <br />94-32 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br /> <br />
