28: <br /> <br />94-33 <br /> <br /> January 25, 1994 <br /> <br />- Items Submitted by Council Members <br /> <br />(A) Motion by Mr. Pitts, and seconded by M~. Epperson, to have a <br />Public Hearing on tax exemption for the Portsmouth Veterans <br />Home, Inc., placed on the agenda for the Regular Meeting of <br />February 8, 1994 and to have a resolution available for <br />consideration by Council, and was adopted by unanimous vote. <br /> <br />(B) Mr. Pitts suggested that City Council members should do <br />public servzce announcements and stated that he will do an <br />announcement on the tax relief for the elderly. <br /> <br />(C) Motion by Mr. Epperson, and seconded by Mr. Pitts, to <br />suspend rules to enable City Council to consider an ordinance <br />for renovations to the building that will be occupied by the <br />Tidewater Community College fine arts program, and was adopted <br />by a vote of 4-1 (Clemons). <br /> <br /> Motion by Mr. Epperson, and seconded by Mr. Griffin, to <br />adopt the following ordinance, and was adopted by the following <br />vote: <br /> <br /> "ORDINANCE TO APPROPRIATE $2,033,000.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR RENOVATIONS TO THE BUILDING THAT WILL BE <br />OCCUPIED BY THE TIDEWATER COMMUNITY COLLEGE FINE ARTS PROGRAM." <br /> <br />Ayes: Epperson, Griffin, King, Pitts <br />Nays: Clemons <br /> <br /> Motion by Mr. Epperson, and seconded by Mr. Griffin, to go <br />into Executive Session pursuant to provisions of Section 2.1-344 <br />of the Code of Virginia for the following: <br /> <br /> (1) Discussion or consideration of the acquisition or use <br />of real property in the southern, central and Churchland <br />portions of the City for public purpose, as permitted under <br />Subsection (A) (3); <br /> <br /> (2) Discussion or consideration of the use or disposition <br />Of publicly held real property in the downtown, Port Centre, <br />central and southeastern portions of the City as permitted under <br />Subsection (A) (3). <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion of Mr. Epperson, and seconded by Mr. Clemons <br />pursuant to Section 2.1-344.1 of the Code of Virginia certifying <br />that to the best of the Council member's knowledge during the <br />immediately preceding Executive Session of the City Council: <br /> <br /> (1) Only public business matters lawfully exempted from <br />open meeting requirements by the Virginia Freedom of Information <br />Act, and <br /> <br /> (2) Only such public business matters as were identified <br />in the motion by which the Executive Session was convened, were <br />heard, discussed or considered in the meeting by the City <br />Council. <br /> <br /> <br />
