28: 94-33 January 25, 1994 - Items Submitted by Council Members (A) Motion by Mr. Pitts, and seconded by M~. Epperson, to have a Public Hearing on tax exemption for the Portsmouth Veterans Home, Inc., placed on the agenda for the Regular Meeting of February 8, 1994 and to have a resolution available for consideration by Council, and was adopted by unanimous vote. (B) Mr. Pitts suggested that City Council members should do public servzce announcements and stated that he will do an announcement on the tax relief for the elderly. (C) Motion by Mr. Epperson, and seconded by Mr. Pitts, to suspend rules to enable City Council to consider an ordinance for renovations to the building that will be occupied by the Tidewater Community College fine arts program, and was adopted by a vote of 4-1 (Clemons). Motion by Mr. Epperson, and seconded by Mr. Griffin, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO APPROPRIATE $2,033,000.00 FROM THE CAPITAL IMPROVEMENTS FUND FOR RENOVATIONS TO THE BUILDING THAT WILL BE OCCUPIED BY THE TIDEWATER COMMUNITY COLLEGE FINE ARTS PROGRAM." Ayes: Epperson, Griffin, King, Pitts Nays: Clemons Motion by Mr. Epperson, and seconded by Mr. Griffin, to go into Executive Session pursuant to provisions of Section 2.1-344 of the Code of Virginia for the following: (1) Discussion or consideration of the acquisition or use of real property in the southern, central and Churchland portions of the City for public purpose, as permitted under Subsection (A) (3); (2) Discussion or consideration of the use or disposition Of publicly held real property in the downtown, Port Centre, central and southeastern portions of the City as permitted under Subsection (A) (3). The motion was adopted by unanimous vote. Motion of Mr. Epperson, and seconded by Mr. Clemons pursuant to Section 2.1-344.1 of the Code of Virginia certifying that to the best of the Council member's knowledge during the immediately preceding Executive Session of the City Council: (1) Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and (2) Only such public business matters as were identified in the motion by which the Executive Session was convened, were heard, discussed or considered in the meeting by the City Council.
