January 25, 1994 <br /> <br />94-29 Letter from the City Manager regarding adoption of a <br />resolution on the application of the Oasis: Commission on <br />Ministry of Portsmouth and Chesapeake, for designation as a <br />charitable and benevolent organization within the context of <br />Section 6 (a) (6) of Article X of the Constitution of Virginia. <br /> <br /> "Oasis: Commission on Social Ministry of Portsmouth and <br />Chesapeake, a charitable organization, has applied for exemption <br />from taxation within the context of Section 6(a) of Article X of <br />the Constitution of Virginia. The City Assessor has reviewed <br />the application, and it is his opinion that the appropriate <br />responses were completed and on that basis, the exemption could <br />be granted. <br /> <br /> Property used exclusively by non-profit organizations for <br />religious, charitable, patriotic, historic, benevolent, cultural <br />or~ public park and playground purposes, however, is not entitled <br />to an automatic tax exemption if acquired subsequent to July 1, <br />1971. As you well know, almost 60% of the ~eal estate land <br />value in our City is already non-taxable. I have been, and <br />still remain, seriously concerned about the impact of any <br />additional non-taxable property and believe we absolutely must <br />reverse this trend. The Oasis property is currently assessed at <br />a total value for land and structure at $57,610.00, which <br />generates an annual tax revenue of $760.44. <br /> <br /> While I have no objection in concept, whatsoever, toward <br />this non-profit organization which provides needed assistance to <br />the disadvantaged citizens in our City, I recommend denial of <br />this request, and future requests, for property tax exemptions." <br /> <br /> Motion by Mr. Clemons to adopt a resolution supporting <br />Oasis'application failed due to a lack of a second. <br /> <br /> Substitute motion by Mr. Pitts, and seconded by Mr. <br />Epperson, to defer the resolution to the Regular Meeting of <br />February 8, 1994, and was adopted by unanimous vote. <br /> <br />94-30 - Letter from the City Manager recommending adoption of a <br />resolution authorizing the appointment of viewers for a <br />requested closure of a portion of Pennock Street. <br /> <br /> "An application has been filed with the Planning Commission <br />for the closure of that portion of Pennock Street, east of Deep <br />Creek Boulevard, and extending eastwardly 380 feet. The Notice <br />of Application and Request for Appointment of Viewers have been <br />advertised. <br /> <br /> I, therefore, recommend the adoption of a resolution <br />appointing viewers for this application." <br /> <br /> Motion by Mr. Griffin, and <br />adopt the following resolution, <br />vote: <br /> <br />seconded by Mr. Epperson, to <br />and was adopted by the following <br /> <br /> "A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF THE <br />WESTERN THREE HUNDRED AND EIGHTY (380} FEET OF PENNOCK STREET. <br /> <br /> WHEREAS, the City of Portsmouth, Virginia, has made <br />application to vacate, close and discontinue the hereinafter <br />described street, and it appearlng that Notice of Application <br />and Request for Appointment of Viewers has been advertised as <br />required by the law. <br /> <br /> <br />
