Februar~ 13, 2001 <br /> <br />- City Manager's Report - <br /> <br />01 - 50 - Adoption of an ordinance to revise various sections of the Code of the City of <br />Portsmouth with respect to the definition of the City's chief finance officer. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to revise various sections of the City Code with respect to <br />the definition of the City's finance officer. <br /> <br />Purpose and Need: <br /> <br />· Over the past few years, there have been several changes to the job title of the <br />person designated as the City's chief financial officer such as director of finance and <br />deputy city manager for finance. As these changes have occurred the City's code has <br />not been updated to reflect the change in job title. <br /> <br />· The current City Code references deputy city manager for finance as the finance <br />officer of the City. Though there are deputy city manager positions, the Chief Financial <br />Officer currently serves as the finance officer of the City. <br /> <br />· The purpose of this code change is to amend the definition of the chief financial <br />officer to be a position designated by the City Manager that is not job title specific but <br />carries the responsibilities outlined in the Code. <br /> <br />· This change will prevent the need for future code changes with respect to job titles <br />as positions are changed and reorganized through time. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA (1988) WITH RESPECT TO THE DEFINITION, DUTIES AND <br />RESPONSIBILITIES OF THE CHIEF FINANCIAL OFFICER OF THE CITY OF <br />PORTSMOUTH." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 51 - Adoption of a resolution authorizing the City Manager to convey several <br />parcels of land in the City of Suffolk to the Virginia Department of Transportation <br />(VDOT) in exchange for the Commonwealth conveying to the City, land adjacent to <br />Lake Meade. <br /> <br />This action will allow the construction of the US Route 58 Southwest Bypass and <br />the widening of Murphy's Mill Road in Suffolk. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to convey several parcels of <br />land in the City of Suffolk to the Virginia Department of Transportation (VDOT) in <br />exchange for the Commonwealth conveying to the City 32.464 acres of land adjacent to <br />Lake Meade. <br /> <br />Purpose and Need: <br /> <br />· The land "swap" concept was presented to City Council in October 1998 and the City <br />Manager, through the Director of Public Utilities, was authorized to proceed. <br /> <br />· The parcels needed by VDOT are for the construction of the US Route 58 Southwest <br />Bypass and the widening of Murphy's Mill Road (State Route 638), both in Suffolk. The <br />construction and use of these parcels by VDOT are to be conveyed to the <br />Commonwealth subject to the following conditions: <br /> <br /> <br />
