Februar~ 13, 2001 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, February 13, 2001, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., *J. Thomas Benn III, William E. Moody, Jr., Charles B. <br />Whitehurst, Sr., City Manager Daniel M. Stuck, City Attorney Timothy Oksman. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on January 23, 2001, and a Regular Meeting on January 23, 2001, and <br />was adopted by unanimous vote. <br /> <br />01 - 48 - Presentation: <br /> <br />Mervin Pitchford, Vice President of the YMCA of South Hampton Roads to present <br />an award to HRT Commissioners Holley and Pitts for Community Branch 2000 <br />YMCA Bus. <br /> <br />- Public Hearing - <br /> <br />01 - 49 - Public hearing on a rezoning, group housing, and parking reduction <br />applications: <br /> <br />(a) Z-01-01 <br /> <br />SHEA TERRACE NEIGHBORHOOD - Regency Development <br />Associates requests property located at 253 Constitution Avenue <br />be rezoned from Residential Single-Family RS-75 to Residential <br />Multi-Family RM-60-K (Conditional). <br /> <br />1. Andy Rosen, 2700 Wycliff Road #312, Raleigh, NC, spoke in support of the <br /> rezoning. <br /> <br />2. Robert Cutchins, 215 Idlewood Avenue, President Shea Terrace Civic League, <br /> spoke in spoke of the rezoning. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that Z-01-01 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br />(b) GHP-01-01 <br /> <br />SHEA TERRACE NEIGHBORHOOD - Regency Development <br />Associates seeks to convert the former Shea Terrace Elementary <br />School, 253 Constitution Avenue, into 21 apartments units for the <br />elderly. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that GHP-01-01 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(c) PR-01-01 <br /> <br />SHEA TERRACE NEIGHBORHOOD - Regency Development <br />Associates requests a parking reduction under Section 40-45.1 of <br />the Zoning Ordinance to provide reduced parking for an elderly <br />apartment complex to be located at 253 Constitution Avenue. The <br />applicant proposes to provide 27 rather than the required 32 <br />parking spaces. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that PR-01-01 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br /> <br />
