Februar~ 13, 2001 At a Regular Meeting of the City Council on Tuesday, February 13, 2001, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr., *J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Daniel M. Stuck, City Attorney Timothy Oksman. Councilman Cameron C. Pitts opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a Called Meeting on January 23, 2001, and a Regular Meeting on January 23, 2001, and was adopted by unanimous vote. 01 - 48 - Presentation: Mervin Pitchford, Vice President of the YMCA of South Hampton Roads to present an award to HRT Commissioners Holley and Pitts for Community Branch 2000 YMCA Bus. - Public Hearing - 01 - 49 - Public hearing on a rezoning, group housing, and parking reduction applications: (a) Z-01-01 SHEA TERRACE NEIGHBORHOOD - Regency Development Associates requests property located at 253 Constitution Avenue be rezoned from Residential Single-Family RS-75 to Residential Multi-Family RM-60-K (Conditional). 1. Andy Rosen, 2700 Wycliff Road #312, Raleigh, NC, spoke in support of the rezoning. 2. Robert Cutchins, 215 Idlewood Avenue, President Shea Terrace Civic League, spoke in spoke of the rezoning. Motion by Mr. Benn, and seconded by Mr. Whitehurst, to concur with the recommendation of the Planning Commission that Z-01-01 be approved on first reading, and was adopted by unanimous vote. (b) GHP-01-01 SHEA TERRACE NEIGHBORHOOD - Regency Development Associates seeks to convert the former Shea Terrace Elementary School, 253 Constitution Avenue, into 21 apartments units for the elderly. Motion by Mr. Whitehurst, and seconded by Mr. Benn, to concur with the recommendation of the Planning Commission that GHP-01-01 be approved on first reading, and was adopted by unanimous vote. (c) PR-01-01 SHEA TERRACE NEIGHBORHOOD - Regency Development Associates requests a parking reduction under Section 40-45.1 of the Zoning Ordinance to provide reduced parking for an elderly apartment complex to be located at 253 Constitution Avenue. The applicant proposes to provide 27 rather than the required 32 parking spaces. Motion by Mr. Benn, and seconded by Mr. Pitts, to concur with the recommendation of the Planning Commission that PR-01-01 be approved on first reading, and was adopted by unanimous vote.
