<br />May 24.2005 <br /> <br />At a Regular Meeting of the City Council on Tuesday, May 24, 2005, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Sr., Interim City <br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Reverend Felton Whitfield, Pastor, New Jerusalem Church of God in Christ <br />opened the meeting with prayer, which was followed by the Pledge of Allegiance to <br />the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Randall, to approve the minutes <br />of a Called Meeting on May 10, 2005, a Regular Meeting on May 10, 2005, and a <br />Called Meeting on May 17, 2005, and was adopted by unanimous vote. <br /> <br />05 - 239 - Presentations: <br /> <br />. Presentation presented to Police Chief Frank Kitzerow and Interim Fire Chief <br />Newell Whitehead for "Properly Identify Your Property Month." <br /> <br />. Proclamation presented to Gene Baldwin and Ed McCabe for "Flag Day." <br /> <br />. Special presentation of Presidential Volunteer Service Awards. <br /> <br />- Public Hearing - <br /> <br />05 - 240 - Public hearing on rezoning, use permit and street name change <br />applications: <br /> <br />(a) Z-05-07 <br /> <br />OLDE TOWNE NEIGHBORHOOD - Columbia Gas of Virginia <br />requests a rezoning from residential multi-family, RM-60 to <br />preservation, P-1 to develop a neighborhood park. Vision <br />Principle: Neighborhood and Community Transformation and <br />Pride of Past, Promise of Future. The Comprehensive Plan <br />recommends Preservation/Green Space/Park development. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that Z-05-07 be approved on first <br />reading, and was adopted by a unanimous vote. <br /> <br />(b) UP-05-09 <br /> <br />TRUXTON NEIGHBORHOOD - Noble Street Baptist Church <br />requests an amendment to a use permit to operate a religious <br />based childcare facility at 100 and 173 Noble Street. Vision <br />Principle: Neighborhood and Community Transformation and <br />Lifelong Learning Community. The Comprehensive Plan <br />recommends single-family residential development. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Heretick, to concur with the <br />recommendation of the Planning Commission that UP-05-09 be approved on first <br />reading, and was adopted by a unanimous vote. <br /> <br />(c) UP-05-10 <br /> <br />CRADOCK NEIGHBORHOOD - C. J. Bodnar, representing <br />Hoggard/Eure Associates, requests a use permit to operate a <br />bakery at 4701 George Washington Highway. Vision Principal: <br />A Robust and Prospering Economy. The Comprehensive Plan <br />recommends residential use. <br /> <br />1. C. J. Bodnar, 114 Snead Fairway, spoke in support of this item. <br />
