Vision Principle: Neighborhood and Community <br />Transformation. The Comprehensive Plan recommends <br />medium-density residential development. <br /> <br />1. The property is zoned downtown D-1-P public. Deferred <br />from the January 11, 2005 City Council meeting. Vision Principle: <br />Neighborhood and Community Transformation. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to defer consideration <br />of UP-04-18 to the meeting of May 24,2005, and was adopted by unanimous vote. <br /> <br />04 - 476 - Rezoning: <br /> <br />(a) Ordinance granting the request of the Economic Development Authority to <br />rezone property at 2900 Turnpike Road from Residential, RM-60 to Commercial, <br />C-2-K (conditional) to allow commercial development on the Site. (Z-04-07) (First Reading Vote 7-0) <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to accept staff's <br />withdrawn of item 04-476(a), approved on first reading at the December 14, 2004 <br />meeting, and was adopted by unanimous vote. <br /> <br />- City Manager's Report - <br /> <br />05 - 223 - Adoption of an ordinance to amend the Code of the City of Portsmouth, <br />Virginia by revising Section 23-48 (c) and 23-50 (f) to insure that any vehicles towed <br />for non-compliance of the City Code will not be permitted to go to any location within <br />the City without coming into compliance first.
