<br />May 10. 2005 <br /> <br />Recommended Action: <br /> <br />. Adoption of an ordinance to amend the Code of the City of Portsmouth, Virginia by <br />revising Sections 23-48 (c) and 23-50 (f) to insure that any vehicles towed for non- <br />compliance of the City Code will not be permitted to go to any other location within the <br />City without coming into compliance first. <br /> <br />Summary: <br /> <br />. This ordinance will also insure that owners of inoperable vehicles will not be able to <br />move them from one location to another location without remedy, once they have <br />been retrieved from the impound. <br /> <br />Purpose and Need: <br /> <br />. This change will mean that Inspectors will not have to start a new process on <br />previously cited vehicles. <br /> <br />. If the vehicle is seen at any location within the City and is still non-compliant, the <br />vehicle can be towed immediately without citing a new violation. <br /> <br />. This action will contribute to the City Council's Vision Principle of Neighborhood <br />and Community Transformation. <br /> <br />Financial Impact: <br /> <br />. There is no direct financial impact, however, this revision provide for more efficient <br />enforcement efforts by the City's code inspectors. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 23 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 23-48 (c) AND <br />23-50 (f) THEREOF PERTAINING TO INOPERATIVE MOTOR VEHICLES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst <br />Nays: None <br /> <br />- New Business - <br /> <br />05 - 224 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />05 - 225 - Items Submitted by Council Members <br /> <br />"Y Councilwoman Randall spoke on the upcoming Community Meeting, affordable <br />housing and Empowerment 2010. <br /> <br />"Y Vice Mayor Moody spoke on the Chamber of Commerce Spring Fling and the kick- <br />off of Portside. <br /> <br />05 - 226 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />05 - 227 - Non-Agenda Speakers <br /> <br />1.
