<br />May 3. 2005 <br /> <br />Motion by Mr. Smith, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />04-213(C): <br /> <br />"ORDINANCE TO AMEND CHAPTER 31.1 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 31.1-51 (a) THEREOF <br />PERTAINING TO STORMWATER UTILITY FEES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />04-213(D): <br /> <br />"ORDINANCE TO AMEND CHAPTER 38 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA BY AMENDING SECTIONS 38-83 and 38-117 THEREOF <br />PERTAINING TO RATES FOR WATER AND SEWAGE DISPOSAL SERVICE." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />"Y Adoption of a resolution concerning City Employee's Compensation Study. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION CONCERNING SALARY EQUITY AND A CAREER <br />COMPENSATION PLAN FOR CITY EMPLOYEES. <br /> <br />WHEREAS, City employees are critical to the excellence of local government <br />performance; and <br /> <br />WHEREAS, City employees regularly work long hours under difficult <br />circumstances in many departments; and <br /> <br />WHEREAS, it is important and necessary that City employees receive fair, <br />equitable and competitive compensation; and <br /> <br />WHEREAS, preliminary study indicates that employee turnover and retention <br />are special concerns within employee ranks and within the community: <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br />1. That the City Council hereby directs the City Manager to conduct a <br />comprehensive compensation study that addresses salary equity and career <br />compensation; <br /> <br />2. That the City Manager shall appoint an Advisory Employee Compensation <br />Task Force, to consist of not less than eleven employees; <br /> <br />3. That City Council shall appoint two Council Members as liaisons to work <br />with the City Manager and the Task Force; <br /> <br />4. That the City Manager shall provide the Task Force with such research, <br />resources, and consultants as may be reasonably needed for the Task Force to <br />perform its duties; and <br /> <br />5. That the City Manager shall make his final report and recommendations to <br />City Council not later than December 31,2005." <br />
