<br />May 3. 2005 <br /> <br />Mayor Holley appointed Councilman Heretick and Councilman Whitehurst as <br />Liaisons to the Advisory Employee Compensation Task Force. <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />1. Martha Ann Creecy, 317 Dinwiddie Street, spoke in support of this item and for the <br />need of a pay plan. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />05-213(E): <br /> <br />"ORDINANCE ADOPTING THE 2005-2006 CLASSIFICATION AND PAY PLAN <br />FOR EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />1. Byron P. Kloeppel, 501 Elizabeth Place, spoke In support of this item and <br />requested funding for the Arts. <br /> <br />"Y Councilman Whitehurst expressed that he was displeased with the lack of <br />additional funding for the Virginia Arts Festival. <br /> <br />Motion by Mr. Smith, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />05-213(F): <br /> <br />"ORDINANCE TO APPROPRIATE $455,752,829 FOR THE OPERATION OF CITY <br />GOVERNMENT DURING THE FISCAL YEAR BEGINNING JULY 1, 2005." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 214 - Adoption of an ordinance appropriating the necessary funds in the Capital <br />Improvement Fund and in the Public Utilities Capital Improvement Fund for the first <br />year, FY 2005-2006, of the Capital Improvement Program, and approving FY 2007 <br />through FY 2010 as planning years. <br /> <br />Recommendation: <br /> <br />. Adoption of an ordinance appropriating the necessary funds in the Capital <br />Improvement Fund and in the Public Utilities Capital Improvement Fund for the first <br />year, FY 2005-06, of the Capital Improvement Program and approving FY 2007 <br />through FY 2010 as planning years. <br /> <br />Purpose and Need: <br /> <br />. On March 21,2005, the City Manager presented the Proposed FY 2005-06 <br />through FY 2007-10 Capital Improvement Program to City Council. Several City <br />Council work sessions and public hearings were held on April 19 and 26, 2005. <br /> <br />. Years 2007 through 2010 of the Capital Improvement Program are unappropriated <br />years used for long-term planning purposes and are approved as planning years. <br /> <br />. These actions will contribute to all six of City Council's Vision Principles for the City <br />of Portsmouth. <br />
