May 3. 2005 Mayor Holley appointed Councilman Heretick and Councilman Whitehurst as Liaisons to the Advisory Employee Compensation Task Force. Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 1. Martha Ann Creecy, 317 Dinwiddie Street, spoke in support of this item and for the need of a pay plan. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following ordinance, and was adopted by the following vote: 05-213(E): "ORDINANCE ADOPTING THE 2005-2006 CLASSIFICATION AND PAY PLAN FOR EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA." Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 1. Byron P. Kloeppel, 501 Elizabeth Place, spoke In support of this item and requested funding for the Arts. "Y Councilman Whitehurst expressed that he was displeased with the lack of additional funding for the Virginia Arts Festival. Motion by Mr. Smith, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: 05-213(F): "ORDINANCE TO APPROPRIATE $455,752,829 FOR THE OPERATION OF CITY GOVERNMENT DURING THE FISCAL YEAR BEGINNING JULY 1, 2005." Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 05 - 214 - Adoption of an ordinance appropriating the necessary funds in the Capital Improvement Fund and in the Public Utilities Capital Improvement Fund for the first year, FY 2005-2006, of the Capital Improvement Program, and approving FY 2007 through FY 2010 as planning years. Recommendation: . Adoption of an ordinance appropriating the necessary funds in the Capital Improvement Fund and in the Public Utilities Capital Improvement Fund for the first year, FY 2005-06, of the Capital Improvement Program and approving FY 2007 through FY 2010 as planning years. Purpose and Need: . On March 21,2005, the City Manager presented the Proposed FY 2005-06 through FY 2007-10 Capital Improvement Program to City Council. Several City Council work sessions and public hearings were held on April 19 and 26, 2005. . Years 2007 through 2010 of the Capital Improvement Program are unappropriated years used for long-term planning purposes and are approved as planning years. . These actions will contribute to all six of City Council's Vision Principles for the City of Portsmouth.
