<br />May 3. 2005 <br /> <br />d) Adoption of an ordinance to amend Chapter 38 of the Code of the city of <br />Portsmouth, Virginia (1988), by amending Section 38-83 and 38-117 thereof <br />pertaining to rates for water and sewage disposal services. <br /> <br />e) Adoption of an ordinance to approve the FY 2005-06 Classification and Pay Plan <br />for employees of the City of Portsmouth. <br /> <br />f) Adoption of an ordinance to appropriate the funds necessary to implement the <br />Annual Operating Budget for the fiscal year beginning July 1, 2005 and ending June <br />30,2006. <br /> <br />Purpose and Need: <br /> <br />. On March 21,2005, the City Manager presented the Proposed FY 2005-06 <br />Operating Budget to City Council. Through the process of several City Council work <br />sessions and public hearings held on April 19 and 26, 2005, minor revisions to the <br />Operating Budget will be incorporated and distributed to City Council along with a <br />revised Operating Budget ordinance. Changes to be reflected in the Operating <br />Budget ordinance will be identified as an attachment. <br /> <br />. The new Classification and Pay Plan for City employees encompasses the <br />schedule for grading of each position within the City, as well as the pay range for the <br />responsibilities that the position merits. It also includes the salaries of unclassified <br />individuals including City Council appointees and City Council members. <br /> <br />. These actions will contribute to all six of City Council's Vision Principles for the City <br />of Portsmouth. <br /> <br />Financial Impact: <br /> <br />. By law, the operating budget must be balanced with estimated revenues and other <br />funding sources equaling appropriations. The Proposed Operating Budget for the <br />Fiscal Year 2006 complies with this law. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />05-213(A): <br /> <br />"ORDINANCE TO AMEND AND RE-ENACT ORDINANCE NO. 2004-23 IMPOSING <br />AND LEVYING TAXES FOR EACH FISCAL YEAR BEGINNING JULY 1ST AND <br />ENDING JUNE 30TH, ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, <br />PRIVATELY-OWNED PLEASURE BOATS, PRIVATELY-OWNED CAMPING <br />TRAILERS AND MOTOR HOMES, AND MACHINERY AND TOOLS WITHIN THE <br />CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING REVENUE <br />FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE PUBLIC <br />FREE SCHOOLS AND TO PAY PRINCIPAL AND INTEREST ON THE PUBLIC <br />DEBT." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />05-213(B): <br /> <br />"ORDINANCE TO AMEND CHAPTER 25 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 25-148 PERTAINING <br />TO GOLF FEES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br />
