<br />May 3. 2005 <br /> <br />At a Special Meeting of the City Council on Tuesday, May 3, 2005, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Councilman Marlene W. Randall opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />- City Manager's Report - <br /> <br />05 - 213 - Adoption of the following ordinances recommending the proposed operating <br />budget for fiscal year ending June 30, 2006. Vision Principles: Bold New Directions, <br />World Class Maritime Center, Neighborhood and Community Transformation, A <br />Robust and Prospering Economy, Lifelong Learning, Pride of Past, Promise of Future: <br /> <br />a. Adoption of an ordinance imposing and levying taxes on: (a) real estate <br />at a rate of $1.44 per $100 of assessed valuation; and reestablishing (b) tangible <br />personal property at a rate of $5.00 per $100 of assessed valuation; (c) privately <br />owned pleasure boats at a rate of $.01 per $100 of assessed valuation; (d) privately <br />owned camping trailers and motor homes at a rate of $1.50 per $100 of assessed <br />valuation; and (e) machinery and tools at a rate of $3.00 per $100 of assessed <br />valuation. <br /> <br />b. Adoption of an ordinance to amend Chapter 25 of the City Code of <br />Portsmouth, Virginia by amending Section 25-148 pertaining to golf fees. <br /> <br />c. Adoption of an ordinance to amend Chapter 31.1 of the Code of the City <br />of Portsmouth, Virginia by amending Section 31.1-51 thereof pertaining to stormwater <br />utility fees by increasing the equivalent residential unit (ERU) rate for residential and <br />nonresidential utility customers to $4.50 per ERU. <br /> <br />d. Adoption of an ordinance to amend Chapters 38 of theCode of the City <br />of Portsmouth, Virginia (1988), by amending Section 38-83 and 38-117 thereof <br />pertaining to rates for water and sewage disposal services. <br /> <br />e. Adoption of an ordinance adopting the FY 2005-06 Classification and <br />Pay Plan for employees of the City of Portsmouth. <br /> <br />f.
