The business personal property tax refund due to the taxpayer is $163.858.46. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE AUTHORIZING THE REFUNDING OF $163,858.46 TO U. S. AMINES <br />(PORTSMOUTH) FOR BUSINESS PERSONAL PROPERTY TAXES ERRONEOUSLY <br />PAID THEREON DURING CALENDAR YEARS 2003 AND 2004." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 168 - Adoption of an ordinance amending Chapter 35 of the Code of the City of <br />Portsmouth, Virginia (1988) by establishing a procedure for the granting of tax-exempt <br />status to qualified non-profit organizations. <br /> <br />This ordinance will establish a process by which the City may grant exemption <br />from real estate and/or personal property taxes to qualified non-profit <br />organizations. Changes in State law have transferred that power from the <br />Commonwealth to localities. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to defer item 05-168 <br />to the April 26,2005 City Council meeting, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 169 - Adoption of an ordinance to amend the Code of the City of Portsmouth, <br />Section 22, Article XI, Division 2, to add Holladay Street between Constitution Avenue <br />and Chesapeake Avenue in the Shea Terrace neighborhood to the list of street <br />identified being one-way. <br /> <br />The Shea Terrace Civic League has provided written recommendation to add <br />Holladay Street to the list of one-way Streets as identified. The majority of the <br />residents on Holladay Street also support the one-way status. Vision Principle: <br />Neighborhood and Community Transformation. <br /> <br />Recommended Action: <br /> <br />. Adoption of an ordinance to amend the Code of the City of Portsmouth, Section 22, <br />Articles XI, Division 2, to add Holladay Street between Constitution Avenue and <br />Chesapeake Avenue in the Shea Terrace neighborhood to the list of streets in the <br />code identified as being one-way. <br /> <br />Summary: <br /> <br />. The Shea Terrace Civic League has provided written recommendations to add <br />Holladay Street to the list of one-way streets within the City as identified in Article XI, <br />Division 2 of the City Code, and they have also provided a petition signed by the <br />majority of the residents on Holladay Street supporting the one-way status. <br /> <br />Purpose and Need: <br /> <br />. Holladay Street in the Shea Terrace neighborhood between Constitution Avenue <br />and Chesapeake Avenue is one block to the north and parallel to North Street. Like <br />North Street, Holladay Street is less than a standard width street. This section of <br />North Street is presently one-way westbound. <br /> <br />. Holladay Street is dangerously narrow as a two-way street. Conversion of this <br />section of Holladay Street to one-way eastbound would coincide with North Street <br />traffic and serve to promote safe travel throughout the neighborhood. <br />
