VIEW) program in the amount of $40,000. Like the <br />day care request, these funds will be used to service clients transitioning from welfare <br />into the workforce. The State reimburses these costs at 100%. <br /> <br />. The adoption of this ordinance contributes toward the City Council's vision <br />principles of "Lifelong Learning Community" and "Neighborhood and Community <br />Transformation. " <br /> <br />Financial Impact: <br /> <br />. Adoption of an ordinance to refund the over assessment of business personal <br />property taxes paid for the calendar year of 2003-2004 in the total amount of <br />$163,858.46 to U. S. Amines (Portsmouth), LLC, The Chemical Company. <br /> <br />Summary: <br /> <br />. The U. S. Amines Company acquired assets of the Celanese Chemical Company <br />in 2003. Subsequently, the assets of the company were deemed to be less than the <br />amount paid at closing and adjustments were made. These adjustments affected the <br />basis of the business personal property value used for taxing purposes. <br /> <br />Purpose and Need: <br /> <br />. In a letter dated August 25, 2004 addressed to Mr. A. James Fillion, Commissioner <br />of Revenue, City of Portsmouth, Virginia; U. S. Amines, The Chemical Company, <br />outlines its request for an adjustment in its business personal property taxes. <br /> <br />. The Commissioner of Revenue has negotiated with U.S. Amines to determine the <br />amount of the over assessment and payment due. <br /> <br />. This item contributes to the City Council's vision principle of "A Robust and <br />Prospering Economy." <br />
