<br />April 12. 2005 <br /> <br />. The Shea Terrace Civic League has provided written recommendations to add <br />Holladay Street to the list of one-way streets within the City as identified in Article XI, <br />Division 2 of the City Code, and they have also provided a petition signed by the <br />majority of the residents on Holladay Street supporting the one-way status. <br /> <br />. Staff concurs with the recommendation. <br /> <br />. This item contributes to City Council's vision principle of "Neighborhood and <br />Community Transformation." <br /> <br />Financial Impact: <br /> <br />. Conversion of Holladay Street to one-way will result in a very minimal financial <br />impact (cost of signage). <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY ADOPTING A NEW SECTION 22-509 TO <br />DESIGNATE A PORTION OF HOLLADAY STREET AS A ONE-WAY STREET." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 170 - Adoption of a resolution creating and appointing members to a task force <br />that will develop the Flood Plain Management Plan. <br /> <br />The City of Portsmouth is a participating member in the National Flood <br />Insurance Program and has recently been informed that it is one of 17 <br />communities in the Commonwealth continuing to participate in the Community <br />Rating System Program. The CRS program provides a reduction in the <br />premiums paid by Flood Insurance Policies. Vision Principle: Neighborhood <br />and Community Transformation. <br /> <br />Recommended Action: <br /> <br />. Adoption of a resolution creating and appointing members to a task force that will <br />develop the Flood Plain Management Plan for the City of Portsmouth. <br /> <br />Summary: <br /> <br />. In order to continue in the Community Rating System Program (CRS), which <br />provides for a reduction in the premiums paid by citizens for flood insurance policies, <br />the City of Portsmouth must develop and implement a Flood Plain Management Plan. <br /> <br />Purpose and Need: <br /> <br />. The City of Portsmouth is a participating member in the National Flood Insurance <br />Program and has recently been informed that it is one of 17 communities in the <br />Commonwealth continuing to participate in the Community Rating System (CRS) <br />Program. <br /> <br />. The CRS program provides a reduction in the premiums paid by flood insurance <br />policies. <br /> <br />. Because of the flooding associated with Hurricane Isabel, Portsmouth has been <br />declared a repetitive loss community by the National Flood Insurance Program. <br /> <br />. To continue in the Community Rating System Program the City of Portsmouth <br />must develop and implement a Flood Plain Management Plan. With the adoption of <br />the Plan, Portsmouth may obtain sufficient points in the rating system to allow an <br />additional reduction in premiums. <br />
