<br />April 12. 2005 <br /> <br />At a Regular Meeting of the City Council on Tuesday, April 12, 2005, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />Deputy City Manager Dr. L. Pettis Patton, City Attorney G. Timothy Oksman. <br /> <br />Mayor Holley spoke on the passing of Jeffrey L. Lucas Sr. and Margaret T. <br />Oliver and homage was paid to their memories with a moment of silence. <br /> <br />Reverend Larry Ugarte', Pastor, First Lutheran Church of Portsmouth (ELCA) <br />opened the meeting with prayer, which was followed by the Pledge of Allegiance to <br />the Flag. <br /> <br />Mayor Holley recognized the Youth Advisory Commission and Boy Scout <br />Troop 233. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the <br />minutes of a Called Meeting on March 21, 2005, a Called Meeting on March 22, 2005, <br />a Regular Meeting on March 22, 2005, a Called Meeting on March 28, 2005, a Called <br />Meeting on March 29, 2005, a Called Meeting on March 30, 2005 and a Called <br />Meeting on April 5, 2005, and was adopted by unanimous vote. <br /> <br />05 - 164 - Presentations: <br /> <br />. Proclamation presented to Jeri Granger and Zeler Raspberry for "Office Services <br />Support Employees Appreciation Week." <br /> <br />. Proclamation presented to Kelli Walton-Hyman for "The American Cancer Society <br />Relay for Life." <br /> <br />. Proclamation presented to Delores Adams for "Fair Housing Month." <br /> <br />. Proclamation presented to John S. Hadfield, Felicia Blow and Claudia Cox-Wynn <br />for "Earth Day." <br /> <br />. Mayor Holley recognized Senior Deputy City Clerk Victor H. Pennington on his <br />birthday, April 12, 2005. <br /> <br />- Public Hearing - <br /> <br />05 - 165 - Public hearing on rezoning and use permit applications: <br /> <br />(a) Z-05-02 <br /> <br />CHURCHLAND WEST NEIGHBORHOOD - Robert Barclay, IV <br />on behalf of Klimkiewicz Family Western Branch, LLC requests a <br />rezoning of property located at 3636 Forest Haven Lane from <br />general commercial, C-2-K (conditional) to general commercial, <br />C-2-K (conditional) and 3400 Western Branch Boulevard from <br />general commercial, C-2 to general commercial, C-2-K <br />(conditional) to accommodate a new and used motor vehicle <br />dealership. Vision Principle: A Robust and Prospering <br />Economy. The Comprehensive Plan recommends commercial <br />development. <br /> <br />1. Robert C. Barclay, IV, 200 High Street, Suite 500, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that Z-05-02 be approved on first <br />reading, and was adopted by a unanimous vote. <br />
