Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., <br />Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., <br />Deputy City Manager Dr. L. Pettis Patton, City Attorney G. Timothy Oksman. <br /> <br />05 - 161 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 61h Floor <br />Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, April 12, 2005 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />05 - 162 - The following items were discussed in Public Work Session: <br /> <br />1. Commission of Architectural Review Appeal - 549 Mount Vernon Avenue <br /> <br />The applicant requested that his appeal of the decision of the Commission of <br />Architectural Review Appeal (CAR) be withdrawn. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to accept the applicant's <br />withdrawal, and was adopted by a unanimous vote. <br /> <br />2. Comprehensive Plan - Destination 2025 - Robert Baldwin/Landon Wellford <br /> <br />3. Floodplain Management Update Plan - Fred Brusso/Jeff Duncan <br /> <br />4. Legislative Update - Sherri Neil <br /> <br />5. Review of City Manager's Report Items <br />Mayor Holley suggested using Channel 48 for providing information on the <br />new housing program being offered as part of the Fairwood Homes settlement. <br />Councilman Smith commented on the need for code enforcement especially <br />with rental properties, regardless of Section 8 status. <br />Councilman Whitehurst commented on an e-mail sent to City Council members <br />(from Port Norfolk or Park View resident) regarding problems identified. <br /> <br />6. City Council Liaison Reports <br />Councilman Whitehurst presented an update of upcoming events. <br />Councilwoman Randall asked about Portsmouth having a December holiday <br />parade on this side of the river. Also, she commented on being aware of those <br />in outlying parts of the City needing transportation to downtown to participate. <br />Councilman Whitehurst commented on a study being conducted by HRT in the <br />next 30 days with regard to transportation issues in Portsmouth. <br />Vice Mayor Moody presented information in reference to the Boards and <br />Commissions retreat next Saturday and outlined the role of City Council <br />members. <br /> <br />On motion, meeting adjourned. <br /> <br />if:j;P'ffi ~-/ <br /> <br /> <br />'Victor H.
