April 12. 2005 (b) UP-05-07 DOWNTOWN NEIGHBORHOOD - Terry Fraley, owner of Eaton Gogh, requests a use permit to operate an entertainment establishment at 440 High Street. Vision Principle: A Robust and Prospering Economy. The Comprehensive Plan recommends commercial development. Motion by Mr. Moody, and seconded by Ms. Randall, to concur with the recommendation of the Planning Commission that UP-05-07 be approved on first reading, and was adopted by a unanimous vote. - Unfinished Business - 05 - 123 - Group housing permit: Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following resolution, approved on first reading at the March 22, 2005 meeting, and was adopted by the following vote: 05-123(a): "A RESOLUTION GRANTING APPROVAL OF A GROUP HOUSING USE PERMIT (GHP-05-01) TO PORTSMOUTH VENTURE ONE, L.L.C. FOR 185 TOWNHOUSE UNITS IN THE NEW PORT, PHASE 1 B DEVELOPMENT.
