<br />April 12. 2005 <br /> <br />. The Community Rating System Coordinators Manual requires that a task force be <br />approved by the local governing board. It is recommended that the following be <br />appointed to serve on the task force and develop the Flood Plain Management Plan: <br />Deputy City Manager, Director of Planning and Zoning, Director of Engineering, <br />Building Official, Director of General Services, Director of Public UtilitieslWorks, Fire <br />Chief, Police Chief, CRS Coordinator, Director of Information Technology, and any <br />other individuals as the City Manager or his designee may appoint. <br /> <br />. This item contributes to City Council's vision principle of "Neighborhood and <br />Community Transformation." <br /> <br />Financial Impact: <br /> <br />. Removal from the program will cause all flood insurance policies to increase 5 <br />percent. <br /> <br />. The creation and adoption of the program will be accomplished through existing <br />staff with no increase in existing budgets. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION CREATING AND APPOINTING MEMBERS OF A TASK FORCE <br />TO DEVELOP A FLOOD PLAIN MANAGEMENT PLAN. <br /> <br />WHEREAS the City of Portsmouth desires to protect its citizens from damage <br />and injury resulting from flooding and, <br /> <br />WHEREAS the U.S. federal government has adopted numerous programs to <br />reduce the effects of flood damage and, <br /> <br />WHEREAS the City of Portsmouth is a participating community in good <br />standing in the National Flood Insurance Program and, <br /> <br />WHEREAS the City of Portsmouth is one of sixteen communities within the <br />Commonwealth of Virginia participating in the Community Rating System Program of <br />the National Flood Insurance Program and, <br /> <br />WHEREAS in order to continue in this worthwhile and necessary program the <br />City of Portsmouth, Virginia must adopt a "Flood Plain Management Plan." <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that there is hereby created the Flood Plain Management Plan <br />Task Force whose duty shall be to prepare a "Flood Plain Management Plan" in a <br />manner as required by the Community Rating System Coordinators Manual. <br /> <br />BE IT FURTHER RESOLVED that the Task Force shall be composed of the <br />following city staff members: <br /> <br />Deputy City Manager <br />Director of Planning and Zoning <br />Director of Engineering <br />Building Official <br />Director of General Services <br />Director of Public Works/Utilities <br />Fire Chief <br />Police Chief <br />CRS Coordinator <br />Director of Information Technology <br /> <br />BE IT FURTHER RESOLVED that the City Manager may appoint up to three <br />additional members to the Task Force should he deem it necessary. <br />
