<br />March 22. 2005 <br /> <br />Summary: <br /> <br />. The Virginia State Board of Elections has reimbursed the Office of the General <br />Registrar for expenses incurred for a special election held in February 2004. These <br />funds will be used to improve the present workspace conditions in order to meet the <br />certain requirements of the State Board. <br /> <br />Purpose and Need: <br /> <br />. The new office furniture (smaller work stations) will create more storage space in <br />order to keep certain election materials on site as mandated by law. <br /> <br />. In addition, these funds will enable the Office of the General Registrar to house the <br />new upgraded voter registration system to be installed late summer. <br /> <br />. This item contributes toward the City Council's vision of Bold New Directions and A <br />Robust and Prospering Economy with municipal government serving as a major <br />employer in the City and the utilization of emerging technologies. <br /> <br />Financial Impact: <br /> <br />. This action requires no additional local funds. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $19,911 FROM THE VIRGINIA STATE BOARD OF <br />ELECTIONS AND APPROPRIATING SAID AMOUNT IN THE GENERAL FUND <br />FOR WORKPLACE IMPROVEMENTS IN THE OFFICE OF THE GENERAL <br />REGISTRAR." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 127 - Adoption of an ordinance to amend the FY 2005 Operating Budget and to <br />appropriate $14,707 from the Commonwealth of Virginia Compensation Board Budget <br />for the purpose of salary adjustments for the staff of the Office of the Clerk of the <br />Circuit Court. Vision Principle: A Robust and Prospering Economy. <br /> <br />Recommended Action: <br /> <br />. Adoption of an ordinance to amend the FY2004-05 Operating to appropriate <br />$14,707 of additional revenue from the Commonwealth of Virginia Compensation <br />Board Budget for the purpose of salary adjustments for the staff of the Office of the <br />Clerk of the Circuit Court. <br /> <br />Summary: <br /> <br />. The Virginia Compensation Board provides that certain salary funds from the <br />turnover of positions may be used for internal salary adjustments within the Office of <br />the Clerk of the Circuit Court. <br /> <br />Purpose and Need: <br /> <br />. According to the Commonwealth of Virginia Compensation Board, the Office of the <br />Portsmouth Clerk of the Circuit Court has generated $14,707 in annual "turnover" <br />funds. <br /> <br />. Turnover funds become available when a vacant compensation board approved <br />position is filled at a lower salary than was budgeted on July 1 of the fiscal year. These <br />funds may then be used to reclassify the vacant position or toward any other <br />compensation board approved position to a higher grade and salary. <br />
