March 22. 2005 Summary: . The Virginia State Board of Elections has reimbursed the Office of the General Registrar for expenses incurred for a special election held in February 2004. These funds will be used to improve the present workspace conditions in order to meet the certain requirements of the State Board. Purpose and Need: . The new office furniture (smaller work stations) will create more storage space in order to keep certain election materials on site as mandated by law. . In addition, these funds will enable the Office of the General Registrar to house the new upgraded voter registration system to be installed late summer. . This item contributes toward the City Council's vision of Bold New Directions and A Robust and Prospering Economy with municipal government serving as a major employer in the City and the utilization of emerging technologies. Financial Impact: . This action requires no additional local funds. Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING $19,911 FROM THE VIRGINIA STATE BOARD OF ELECTIONS AND APPROPRIATING SAID AMOUNT IN THE GENERAL FUND FOR WORKPLACE IMPROVEMENTS IN THE OFFICE OF THE GENERAL REGISTRAR." Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 05 - 127 - Adoption of an ordinance to amend the FY 2005 Operating Budget and to appropriate $14,707 from the Commonwealth of Virginia Compensation Board Budget for the purpose of salary adjustments for the staff of the Office of the Clerk of the Circuit Court. Adoption of an ordinance to amend the FY2004-05 Operating to appropriate $14,707 of additional revenue from the Commonwealth of Virginia Compensation Board Budget for the purpose of salary adjustments for the staff of the Office of the Clerk of the Circuit Court. Summary: . The Virginia Compensation Board provides that certain salary funds from the turnover of positions may be used for internal salary adjustments within the Office of the Clerk of the Circuit Court. Purpose and Need: . According to the Commonwealth of Virginia Compensation Board, the Office of the Portsmouth Clerk of the Circuit Court has generated $14,707 in annual "turnover" funds. . Turnover funds become available when a vacant compensation board approved position is filled at a lower salary than was budgeted on July 1 of the fiscal year. These funds may then be used to reclassify the vacant position or toward any other compensation board approved position to a higher grade and salary.
