<br />March 22. 2005 <br /> <br />Purpose and Need: <br /> <br />. Amendment #36 to the Conservation and Redevelopment Plan for the Crawford <br />Urban Renewal Project will designate additional properties as "to be acquired" In <br />accordance with the goals of the Plan. <br /> <br />. Amendment #36 meets the requirements of a plan for an urban renewal project <br />pursuant to Chapter 1 of Title 36 of the Code of Virginia. The public hearing on the <br />Plan was held jointly with the Commissioners of the Portsmouth Redevelopment and <br />Housing Authority and City Council on March 8, 2005. <br /> <br />. This funding is used to assist with opportunities to develop viable communities by <br />providing decent housing and suitable living environments, and by expanding <br />economic opportunities, principally for low- and moderate-income persons in the City <br />of Portsmouth. <br /> <br />. This action will authorize the City Manager to make application to the U. S. <br />Department of Housing and Urban Development (HUD) for Community Development <br />Block Grant funds and to continue our high priority activities toward achieving the City <br />Council's vision for Neighborhood and Community Transformation and A Robust and <br />Prospering Economy. <br /> <br />Financial Impact: <br /> <br />. By adopting these resolutions, City Council will be authorizing the City to allocate <br />its 2006 CDBG, HOME, and ESG entitlement grant funding to this year's selected <br />recipients, in the amounts of $2,631 ,909, $855,907, and $79,518, respectively. <br /> <br />. No matching City funds are required. Over time, the cumulative effect of the <br />proposed actions will strengthen the tax base of the City. <br /> <br />. Funds totaling $3,567,334 will be appropriated through the adoption of the City's <br />Operating Budget for FY 2005 - 2006. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Smith, to adopt the following <br />resolutions, and was adopted by the following vote: <br /> <br />05-129(A): <br /> <br />"A RESOLUTION APPROVING AMENDMENT NO. 36 TO THE CRAWFORD <br />CONSERVATION AND REDEVELOPMENT PLAN FOR THE CRAWFORD URBAN <br />RENEWAL PROJECT. <br /> <br />WHEREAS, this Council by resolution adopted August 1, 1967, approved a <br />Conservation and Redevelopment Plan for the Crawford Urban Renewal Project, <br />Portsmouth, Virginia (Plan) and has approved subsequent amendments thereto; and <br /> <br />WHEREAS, there has been presented to this body for consideration and <br />approval a copy of an amended Plan (Amendment 36) consisting of 18 pages and four <br />exhibits for the project area; and <br /> <br />WHEREAS, Amendment No. 36 proposes to designate additional properties as <br />"To Be Acquired"; and <br /> <br />WHEREAS, this Council is cognizant of the conditions that are imposed by the <br />provisions of the Housing and Community Development Act of 1974, as amended, <br />including those prohibiting discrimination because of race, age, color, religion, familial <br />status, handicap, sex or national origin; and <br /> <br />WHEREAS, in the judgment of this Council, it is in the interest of the City and its <br />inhabitants that the said Amendment be approved. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br />
