There is no direct financial impact involved as lands are being traded as permitted <br />by the statutes regarding street closures. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED TO <br />CONVEY A CLOSED AND VACATED PORTION OF GWALTNEY COURT TO <br />RUSSELL J. OLIVEIRA. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth that the City <br />Manager be, and he hereby is authorized to convey by deed without warranty to Russell <br />J. Oliveira that portion of Gwaltney Court closed and vacated by Council by Ordinance <br />adopted on September 14, 2004, which said property is described as: <br /> <br />All that certain piece of parcel of land, situate in the City of Portsmouth, <br />Virginia, and being that portion of Gwaltney Court lying between property now or <br />formerly owned by Russell J. Oliveira and that proposed right of way line as shown on <br />that certain exhibit entitled: "EXHIBIT SHOWING PORTION OF GWALTNEY COURT <br />TO BE CLOSED AND VACATED, PORTSMOUTH, VIRGINIA", dated June 22,2004, a <br />copy of said exhibit being attached hereto and made a part hereof, and to which <br />reference may be made for a more particular description." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 129 - Adoption of two resolutions to approve the 2006 Community Planning and <br />Development Programs (Community Development Block Grant Program, HOME <br />Program, and Emergency Shelter Grant Program). Adoption of a resolution to approve the proposed Amendement No. 36 to the <br />Crawford Conservation and Redevelopment Plan for the Crawford Urban Renewal <br />Project. <br /> <br />b. Adoption of a resolution to approve the 2006 Action Plan. <br /> <br />Recommendation: <br /> <br />. Adoption of two resolutions to approve the 2006 Community Planning and <br />Development Programs (Community Development Block Grant Program, HOME <br />Program, and Emergency Shelter Grant Program). <br /> <br />a. Adoption of a resolution to approve the proposed Amendment No. 36 to <br />the Crawford Conservation and Redevelopment Plan for the Crawford Urban Renewal <br />Project. <br /> <br />b. Adoption of a resolution to approve the 2006 Action Plan. <br /> <br />Summary: <br /> <br />. Amendment #36 to the Conservation and Redevelopment Plan for the Crawford <br />Urban Renewal Project enables the City to move forward in meeting the objectives of <br />this Plan. The 2006 Action Plan reflects the initiatives proposed for funding through <br />the Community Development Block Grant (CDBG), the Home Investment Partnerships <br />(HOME), and the Emergency Shelter Grant (ESG) Programs for the second year of <br />the five-year period covered by the 2005-2009 Consolidated Plan for Housing and <br />Community Development, which was adopted last year. <br />
