February 22. 2005

Recommended Action:

. Adoption of an ordinance to amend the Public Utilities Capital Improvements
Program for the preliminary engineering and design of the water and sewer
improvements to the Prentis Park Neighborhood.

Summary:

. This ordinance provides the required match for a U. S. Environmental Protection
Agency (EPA) grant to proceed with the phased water and sewer improvements
project in the Prentis Park neighborhood.

Purpose and Need:

. In September, City Council accepted and appropriated a $241,000 grant from the
U. S. Environmental Agency (EPA) for an engineering master plan for the phased
water and sewer improvements to the Prentis Park neighborhood.

. The grant requires a $600,000 match by the City for the project to proceed.

. This ordinance provides the required match by reprogramming $600,000 from
unspent previous appropriations within the Public Utilities Capital Improvements
Program.

. These funds will contribute to the City Council's vision of Neighborhood and
Community Transformation by elevating the livability of our neighborhoods and by
producing a state-of-the-art environment through public facilities/infrastructure.

Financial Impact:

. This amendment to the Public Utilities Capital Improvements Program will allow the
master planning and design for this needed neighborhood project to proceed.

Motion by Mr. Heretick, and seconded by Mr. Moody, to adopt the following
ordinance, and was adopted by the following vote:

"ORDINANCE TO REPROGRAM $600,000 WITHIN THE 2004-2005 PUBLIC
UTILITIES CAPITAL IMPROVEMENT FUND FOR PRELIMINARY ENGINEERING
AND DESIGN OF WATER AND SEWER IMPROVEMENTS IN THE PRENTIS PARK
NEIGHBORHOOD."

Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
Nays: None

05 - 74 - Adoption of an ordinance to reprogram FY-05 Operating Budget funds
appropriated in the General Fund for various expenditures needed for the Department
of General Services.

This action will reprogram existing budgeted funds from various accounts within
the General Fund to provide additional funding to cover various contractual
services, properties' management, and maintenance and repairs expenditures
anticipated by the Department of General Services through June 30, 2005.
Vision Principle: Neighborhood and Community Transformation.

Recommended Action:

. Adoption of an ordinance to reprogram FY-05 Operating Budget funds
appropriated in the General Fund for various General Services expenditures.
