February 8. 2005 Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING $36,006 IN FUNDS FROM THE COMMONWEALTH OF VIRGINIA COMMUNITY CRIMINAL JUSTICE BOARD AND APPROPRIATING SAID AMOUNT IN THE GRANTS FUND." Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 05 - 61 - Adoption of a resolution requesting the Commonwealth Transportation Board of Virginia to allocate Industrial Access Funds for the construction of the necessary road improvements to support the development of the MaersklAPM Terminals site. Since August 2004, an alternate design was proposed for the interchange with Route 164 that met with the agreement of all parties involved. It was requested that the City seek the use of Industrial Access Funds from the Commonwealth Transportation Board to fund a portion of the additional cost for these improvements. "The management team is requesting that the Agenda Item 05-61, dealing with applying for VDOT grant funds for the new Route 164 - Maersk interchange, be deferred until the first April meeting. The reason is that VDOT is still looking at various funding sources for the project, and it would be premature for us to request this source of funds at the present time." Motion by Mr. Whitehurst, and seconded by Mr. Moody, to defer Agenda Item 05-61 until the April 12, 2005 City Council meeting, and was adopted by unanimous vote. - New Business - 05 - 62 - Boards and Commissions There were no appointments. 05 - 63 - Items Submitted by Council Members '" Councilman Whitehurst announced the Vision 2005 Scotts Creek meeting will be held at Towne Bank, 5:30 p.m., February 24,2005. Also, he spoke on attending a First Cities meeting and his election to the Executive Committee of the First Cities; and was notified by the National League of Cities, that on March 12, 2005, in Washington, D.C., he will be awarded a Gold Certificate from the National League of Cities. '" Councilwoman Randall announced the Mayor's Ball is scheduled for April 2, 2005. Also, she spoke on Grove Baptist Church's, $100,000 contribution to the Portsmouth Public Schools; receiving her Bronze Certificate from the National League of Cities; and the election of Vice Mayor Daun Hester, as Chair and Councilwoman Randall, as Vice Chair for Governance Empowerment 2010 Committee. '" Mayor Holley announced the Annual Mayor's Prayer Breakfast at the Renaissance Hotel, 8:00 a.m., Tuesday, March 1,2005. '" Vice Mayor Moody announced Council Liaison appointments. - Councilman Charles B. Whitehurst, Sr. appointed as Alternate Liaison to the Economic Development Authority and as Liaison to the Planning Commission. - Councilman Ray A. Smith, Sr. appointed as Liaison to Workforce Developmentl Opp Inc. and the Commissions of Architectural Review.
