<br />February 8. 2005 <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $36,006 IN FUNDS FROM THE COMMONWEALTH OF <br />VIRGINIA COMMUNITY CRIMINAL JUSTICE BOARD AND APPROPRIATING SAID <br />AMOUNT IN THE GRANTS FUND." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 61 - Adoption of a resolution requesting the Commonwealth Transportation Board <br />of Virginia to allocate Industrial Access Funds for the construction of the necessary <br />road improvements to support the development of the MaersklAPM Terminals site. <br /> <br />Since August 2004, an alternate design was proposed for the interchange with <br />Route 164 that met with the agreement of all parties involved. It was requested <br />that the City seek the use of Industrial Access Funds from the Commonwealth <br />Transportation Board to fund a portion of the additional cost for these <br />improvements. <br /> <br />"The management team is requesting that the Agenda Item 05-61, dealing with <br />applying for VDOT grant funds for the new Route 164 - Maersk interchange, be <br />deferred until the first April meeting. The reason is that VDOT is still looking at various <br />funding sources for the project, and it would be premature for us to request this source <br />of funds at the present time." <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to defer Agenda Item <br />05-61 until the April 12, 2005 City Council meeting, and was adopted by unanimous <br />vote. <br /> <br />- New Business - <br /> <br />05 - 62 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />05 - 63 - Items Submitted by Council Members <br /> <br />'" Councilman Whitehurst announced the Vision 2005 Scotts Creek meeting will be <br />held at Towne Bank, 5:30 p.m., February 24,2005. Also, he spoke on attending a <br />First Cities meeting and his election to the Executive Committee of the First Cities; <br />and was notified by the National League of Cities, that on March 12, 2005, in <br />Washington, D.C., he will be awarded a Gold Certificate from the National League <br />of Cities. <br /> <br />'" Councilwoman Randall announced the Mayor's Ball is scheduled for April 2, 2005. <br />Also, she spoke on Grove Baptist Church's, $100,000 contribution to the <br />Portsmouth Public Schools; receiving her Bronze Certificate from the National <br />League of Cities; and the election of Vice Mayor Daun Hester, as Chair and <br />Councilwoman Randall, as Vice Chair for Governance Empowerment 2010 <br />Committee. <br /> <br />'" Mayor Holley announced the Annual Mayor's Prayer Breakfast at the Renaissance <br />Hotel, 8:00 a.m., Tuesday, March 1,2005. <br /> <br />'" Vice Mayor Moody announced Council Liaison appointments. <br /> <br />- Councilman Charles B. Whitehurst, Sr. appointed as Alternate Liaison to the <br />Economic Development Authority and as Liaison to the Planning Commission. <br /> <br />- Councilman Ray A. Smith, Sr. appointed as Liaison to Workforce Developmentl <br />Opp Inc. and the Commissions of Architectural Review. <br />
