Psi mas appointed as Liaison to the Department of <br />Community Relations and Leisure Services and the Department of <br />Communications. <br /> <br />'" Mayor Holley announced his tour with the City Manager to assess the streets of the <br />City. <br /> <br />05 - 64 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />05 - 65 - Non-Agenda Speakers <br /> <br />1. Helen Person, 600 Rutter Street, Apt. B, spoke in opposition to the proposed <br />Portside program, and supported return to the full Portside facility and <br />programming. <br /> <br />2. Sharon Hoffler, 5763 Rivermill Circle, spoke on crime in Churchland especially in <br />Windmill Shores along River Mill Drive. <br /> <br />3. Karen Johannsen, 5727 Rivermill Circle, spoke on increased crime in Churchland <br />over the past six weeks and the lack of police presence. <br /> <br />4. Leon Pajak, 3400 Channel Avenue, spoke on concerns about the cities of Norfolk <br />and Virginia Beach cracking down on the homeless people and their migration to <br />Portsmouth. <br /> <br />5. Kathleen Carlson, 116 Chowan Drive, spoke on many positive things in <br />Portsmouth, NEAT Summit, Safety, Green Lake Civic League and the issue of <br />minors using motorized scooters on the streets being addressed. She also spoke <br />on the need for proper nutrition. <br /> <br />6. Raleigh G. Harsley, 2124 Peach Street, commented on the response of the Police <br />Department in addressing the issue of minors using motorized scooters on the <br />streets, the Clean Community Commission, and the Weed and Seed program in his <br />area. <br /> <br />7. Terry Danaher, 413 Dinwiddie Street, commented on the work of staff in taking into <br />consideration the concerns of Olde Towne residents with the proposed Portside. <br /> <br />8. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on the historical aspects in <br />Portsmouth. Also, he asked about the financial impact of the Portsmouth <br />Renaissance Hotel. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br />personnel matters. <br /> <br />The subject matter of the meeting includes the performance of individual public <br />officials of the City. <br /> <br />The purpose of the meeting is to permit confidential discussion of personnel <br />matters. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, pursuant to Section <br />2.2-3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br />
