<br />February 8. 2005 <br /> <br />Summary: <br /> <br />. Although $1.5 million was received through legislative action for needed repairs to <br />the London Boulevard Bridges. The cost of the necessary work, inspection and <br />contingency funds exceeded the original amount, and the Virginia Department of <br />Transportation (VDOT) identified the additional funds necessary to complete the project. <br /> <br />Purpose and Need: <br /> <br />. The purpose of this request is to appropriate the additional project amount in the <br />FY 2004-2005 Capital Improvements Fund and for City Council to authorize the City <br />Manager to sign the City/State agreement needed to proceed with the project. <br /> <br />Financial Impact: <br /> <br />. Of the $259,217 in additional funding needed to complete the project, the City will be <br />reimbursed for 98% of this cost. The 2% match, or $5,185 will come from the Capital <br />Improvements Fund. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND THE FY 2004-05 CAPITAL IMPROVEMENT PROGRAM <br />BY APPROPRIATING AN ADDITIONAL $259,217 IN THE CAPITAL IMPROVEMENT <br />FUND FOR THE LONDON BOULEVARD BRIDGES REPAIR PROJECT AND <br />AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH <br />THE COMMONWEALTH OF VIRGINIA FOR THE FUNDING AND <br />IMPLEMENTATION OF THE PROJECT." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 60 - Adoption of an ordinance to appropriate $36,006 in the grants fund to support <br />Juvenile Accountability Block Grant Program. <br /> <br />The Juvenile Accountability Block Grant Program allows the Community <br />Criminal Justice Board to identify and fund services for seriously violent juvenile <br />offenders in Portsmouth. There is no local cash match required. <br /> <br />Recommendation: <br /> <br />. Adoption of an ordinance to accept $36,006 and to appropriate that same amount in <br />the Grants Fund to support the Juvenile Accountability Block Grant Program. <br /> <br />Summary: <br /> <br />. The Juvenile Accountability Block Grant Program allows the Community Criminal <br />Justice Board to identify and fund services for seriously violent juvenile offenders in <br />Portsmouth. <br /> <br />Purpose and Need: <br /> <br />. The Department of Criminal Justice Services has made available $32,406 in federal <br />funds to support this program locally this year. <br /> <br />. The program has been continually funded for six years. The City currently provides <br />a "Violation Intervention Program" for serious, violent juvenile offenders aged 10-14 <br />years by offering intensive supervision services and electronic monitoring. <br /> <br />Financial Impact: <br /> <br />. There is a $3,600 cash match required. <br />
