Deferred from the Regular meeting of January 25, <br />1994. <br /> <br /> "This application by the Oasis: Commission on Social <br />Ministry of Portsmouth and Chesapeake is one of two <br />applications for tax exemption now before you. As I indicated <br />at the last meeting, I fully appreciate the worthwhile ministry <br />and services of Oasis, however, I continue to be very concerned <br />about the impact of any additional non-taxable property in <br />Portsmouth, where almost 60% of the real estate land value is <br />non-taxable. <br /> <br /> Therefore, I must, again, recommend denial of this <br />request, and future requests, for property tax exemptions." <br /> <br />Rose Finan, 312 Worthington Square, spoke in favor Of the <br />application. <br /> <br /> Motion by Mr. King, and seconded by Mr. Clemons, to adopt <br />the following resolution, and was adopted by the following <br />vote: <br /> <br /> "A RESOLUTION SUPPORTING THE APPLICATION OF OASIS <br />COMMISSION ON SOCIAL MINISTRY OF PORTSMOUTH AND CHESAPEAKE FOR <br />DESIGNATION AS A CHARITABLE AND BENEVOLENT ORGANIZATION WITHIN <br />THE CONTEXT OF SECTION 6 {a) (6) OF ARTICLE X OF THE <br />CONSTITUTION OF VIRGINIA~ <br /> <br /> WHEREAS, in accordance with Section 30-19.04 of the Code <br />of Virginia, 1950, as amended, the Council of the City of <br />Portsmouth, Virginia, held a Public Hearing on Tuesday, January <br />25, 1994, to consider the application for exemption from taxes <br />filed on behalf of OASIS Commission on Social Ministry of <br />Portsmouth and Chesapeake for property located at 1020 High <br />Street, Portsmouth, Virginia, and used by the applicant <br />exclusively for charitable and benevolent purposes on a <br />non-profit basis as set forth in Section 58.1-3650 of the Code <br />of Virginia, 1950, as amended; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />has examined and considered the provisions of Section <br />30-19.04(B) of the Code of Virginia, 1950, as amended, with <br />respect to the petition of OASIS Commission on Social Ministry <br />of Portsmouth and Chesapeake and determined that the assessed <br />value of the property owned by OASIS Commission on Social <br />Ministry of Portsmouth and Chesapeake, .in Portsmouth, Virginia, <br />is $57,610.00 which would produce tax revenue in the ~unount of <br />$760.44 for the current tax year. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth, Virginia, supports the request of OASIS <br />Commission on Social Ministry of Portsmouth and Chesapeake <br />non-profit organization, for designation as a charitable and <br />benevolent organization within the context of Section 6 (a) (6) <br />of Article X of the Constitution of Virginia and that its <br />property located at 1020 High Street in the City of Portsmouth, <br />Virginia, owned by it and used by it exclusively for charitable <br />and benevolent purposes on a non-profit basis, be determined to <br />be exempt from taxation in accordance with Section 58.1-3650 of <br />the Code of Virginia, 1950, as amended. <br /> <br /> <br />
