<br />January 11. 2005 <br /> <br />Recommended Action: <br /> <br />. Adoption of an ordinance to amend the FY 2004-2005 Operating Budget and to <br />appropriate $250,068 in the Grants Funds for the 2005 Shelter Plus Care Grant <br />Program-Tenant Based Rental Assistance. <br /> <br />Summary: <br /> <br />. The Shelter Plus Care Grant Program-Tenant Based Rental Assistance funding is <br />used to provide housing to individuals and families with HIV/AIDS and or/mental health, <br />mental retardation, and or substance abuse disabilities. <br /> <br />Purpose and Need: <br /> <br />. As an integral component of the Portsmouth Continuum of Care Housing Plan, the <br />Shelter Plus Care Program has provided an opportunity for affordable, permanent and <br />safe supportive housing choices to more than 120 homeless citizens since 1994. <br /> <br />. The Shelter Plus Care Program provides housing, case management, supportive <br />groups and financial management, while encouraging stability, employment and <br />independence for individuals and families living with HIV/AIDS and/or mental health, <br />mental retardation, and substance abuse disabilities. <br /> <br />Financial Impact: <br /> <br />. The Department of Housing and Urban Development has approved the Shelter Plus <br />Care Renewal Grant in the amount of $250,068 in Federal funds. <br /> <br />. A local cash or in kind match is not required. <br /> <br />Motion by Mr. Smith, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $250,068 FROM THE U. S. DEPARTMENT OF <br />HOUSING AND URBAN DEVELOPMENT AND APPROPRIATING SAID SUM IN <br />THE GRANTS FUND FOR TENANT BASED RENTAL ASSISTANCE UNDER THE <br />2005 SHELTER PLUS CARE GRANT PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 15 - Adoption of an ordinance to accept $7,500 and to appropriate this same <br />amount in the Grants Fund for the Senior Services of Southeastern Virginia (SEVAMP) <br />program. <br /> <br />These funds will be used to provide health screening services for the elderly <br />(age 60 and above) to assist them in making informed decisions about their <br />health. <br /> <br />Recommended Action: <br /> <br />. Adoption of an ordinance to accept $7,500 and to appropriate the same amount in <br />the Grants Fund for the Senior Services of Southeastern Virginia (formerly SEVAMP) <br />Program. <br /> <br />Summary: <br /> <br />. The SEVAMP funding is used to provide health education and health screening <br />services for the elderly (age 60 & above). <br />
