<br />January 11. 2005 <br /> <br />Purpose and Need: <br /> <br />. With this grant funding, the Portsmouth Health Department provides services to <br />assist and empower the elderly residents of Portsmouth to make informed decisions <br />about their health and lifestyles. <br /> <br />. Monthly visits by Portsmouth Health Department staff are made to senior facilities <br />for health screenings, education, prevention practices and immunizations. <br /> <br />Financial Impact: <br /> <br />. The Portsmouth Health Department will provide an in-kind match valued at $1,324 <br />in staff time and supplies from their budget. <br /> <br />. There is no obligation from the City for matching funding. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $7,500 IN FUNDS FROM THE SENIOR SERVICES OF <br />SOUTHEASTERN VIRGINIA PROGRAM (SEVAMP) AND APPROPRIATING SAID <br />SUM IN THE GRANTS FUND FOR THE PROVISION OF HEALTH EDUCATION AND <br />HEALTH SCREENING SERVICES FOR PORTSMOUTH'S ELDERLY CITIZENS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />05 - 16 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />05 - 17 - Items Submitted by Council Members <br /> <br />'" Councilman Whitehurst announced the March of Dimes Walk-A-Thon May 14, <br />2005. <br /> <br />'" Vice Mayor Moody mentioned that on April 13, 2004, Mr. Gaddis brought to the <br />attention of Council members the number of police and firefighters disabled in the <br />line of duty whose workers compensation has run out and problem of them getting <br />health insurance. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, that the City Manager <br />be directed to conduct a study of the health insurance needs of members of the <br />Portsmouth Fire and Police Retirement System who have retired on disability. The <br />purpose of the study shall be to make recommendations to City Council concerning fair <br />and improved consideration to these honorable and deserving retirees, while still <br />respecting our obligations to taxpayers, and was adopted by unanimous vote. <br /> <br />'" Councilman Heretick commented on the Council creating the Vision Statement, <br />working with the City staff to develop a Comprehensive Plan, and development of <br />the downtown area and waterfront. Also, he spoke on the reintroduction of a <br />consultant, Mr. Ray Gindroz, Urban Design Associates. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, that the City Manager be <br />authorized pursuant to Section 12-215(c) of the Portsmouth City Code to issue a <br />contract by sole source. The contract will be for consulting and planning services <br />related to the downtown area, with particular focus on the downtown waterfront. The <br />contractor will be Urban Design Associates, of Pittsburgh, Pennsylvania. The basis for <br />awarding the contract by sole sources is that it is in the best interest of the City to do <br />so, for the following reason: <br />
