<br />January 11. 2005 <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to defer consideration <br />of UP-04-18 to the meeting of May 10, 2005, and was adopted by unanimous vote. <br /> <br />(b) Z-04-08 <br /> <br />WESTBURY NEIGHBORHOOD - Greg Dodd, agent for <br />Portsmouth Redevelopment and Housing Authority requests to <br />rezone 925 Elm Avenue from commercial, C-2 and manufacturing, <br />M-1 to downtown residential, D-1-R for the new Westbury <br />development. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that Z-04-08 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />( c) S-04-07 <br /> <br />HATTONSVILLE NEIGHBORHOOD - Ordinance granting the <br />request of Barry and Melba Rudiger and Hampton Roads Regional <br />Jail Authority approval to close Adamson Street. The portion of <br />the street to be closed is 20 feet wide and approximately 942 feet <br />in length. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE CLOSING AND VACATING A PORTION OF ADAMSON STREET." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />04 - 476 - Rezoning and code amendment: <br /> <br />04-476(a): <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to defer consideration <br />of Z-04-07 to the meeting of May 10, 2005, and was adopted by unanimous vote. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, approved on first reading at the December 14, 2004 meeting, and was <br />adopted by the following vote: <br /> <br />04-476(b): <br /> <br />"ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA <br />(1988) BY AMENDING SECTIONS 9.1-3, 9.1-4(d), 9.1-7(c), 9.1-9, 9.1-10(b)(1), <br />9.1-10(b)(9), 9.1-10(c)(2), (3), AND (5), 9.1-11(c), 9.1-11(d)(4), 9.1-11(f)(3)-(5), <br />9.1-11(g)-(i), AND 9.1-12 OF CHAPTER 9.1, PERTAINING TO THE CHESAPEAKE <br />BAY PRESERVATION AREA OVERLAY DISTRICT." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />05 - 14 - Adoption of an ordinance to accept $250,068 and to appropriate this same <br />amount in the Grants Fund for the 2005 Shelter Plus Care Grant Program Tenant <br />Based Rental Assistance. <br /> <br />These funds will be used to provide housing to individuals and families with <br />HIV/AIDS and/or mental health, mental retardation, and/or substance abuse <br />disabilities. <br />
