<br />WESTBURY NEIGHBORHOOD - Greg Dodd, agent for
<br />Portsmouth Redevelopment and Housing Authority requests to
<br />rezone 925 Elm Avenue from commercial, C-2 and manufacturing,
<br />M-1 to downtown residential, D-1-R for the new Westbury
<br />development.
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the
<br />recommendation of the Planning Commission that Z-04-08 be approved on first
<br />reading, and was adopted by unanimous vote.

<br />
<br />HATTONSVILLE NEIGHBORHOOD - Ordinance granting the
<br />request of Barry and Melba Rudiger and Hampton Roads Regional
<br />Jail Authority approval to close Adamson Street. The portion of
<br />the street to be closed is 20 feet wide and approximately 942 feet
<br />in length.

<br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to adopt the following
<br />ordinance, and was adopted by the following vote:

<br />
<br />05 - 14 - Adoption of an ordinance to accept $250,068 and to appropriate this same
<br />amount in the Grants Fund for the 2005 Shelter Plus Care Grant Program Tenant
<br />Based Rental Assistance.
<br />
<br />These funds will be used to provide housing to individuals and families with
<br />HIV/AIDS and/or mental health, mental retardation, and/or substance abuse
<br />disabilities.
