<br />At a Regular Meeting of the City Council on Tuesday, January 11, 2005,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr.,
<br />Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman.
<br />
<br />Reverend Gregory A. Thomas, Pastor, First Baptist Church, opened the meeting
<br />with prayer, which was followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to approve the
<br />minutes of a Called Meeting on December 13, 2004, a Called Meeting on December
<br />14, 2004, a Regular Meeting on December 14, 2004, a Called Meeting on December
<br />17, 2004, a Called Meeting on December 18, 2004, and a Called Meeting on
<br />December 20, 2004, and was adopted by unanimous vote.
<br />
<br />05 - 12 - Special Presentations:
<br />
<br />. A resolution adopting the City Council's Vision Principles for the future of the City of
<br />Portsmouth.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following
<br />resolution, and was adopted by the following vote:
<br />
<br />"A RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA
<br />ADOPTING SIX VISION PRINCIPLES FOR THE FUTURE LEADERSHIP AND
<br />DIRECTION OF THE CITY.
<br />
<br />WHEREAS, the Council of the City of Portsmouth, Virginia has considered it
<br />vital that it create a clear and informative statement of the City Council's leadership and
<br />directional principles; and
<br />
<br />WHEREAS, after much deliberation, the City Council has developed six Vision
<br />Principles that enunciate the numerous strengths, positive characteristics, and future
<br />areas of emphasis of the City of Portsmouth; and
<br />
<br />WHEREAS, the City Council desires that these Vision Principles be formally
<br />adopted by the Council and disseminated to the public as a reminder of City Council's
<br />vigilant commitment to constant improvement in the residential, commercial, and
<br />industrial lives of Portsmouth's citizens.
<br />
<br />NOW THEREFORE BE IT RESOLVED by the Council of the City of
<br />Portsmouth, Virginia that it hereby adopts the aforementioned six Vision Principles.
<br />
<br />BE IT FURTHER RESOLVED that a copy of the Vision Principles be filed and
<br />posted in the office of the City Clerk, and that additional copies of the Vision Principles
<br />be available for distribution to the general public in said office and in other offices of the
<br />City."

<br />applications:

<br />
<br />DOWNTOWN NEIGHBORHOOD - Garden of Prayer Church of
<br />God requests a use permit to reopen a church at 812 Washington
<br />Street. The property is zoned downtown D-1-P public.
