December 14, 2004 <br /> <br />"ORDINANCE TO REPROGRAM $317,150 PREVIOUSLY APPROPRIATED IN THE <br />GENERAL FUND OF THE FY 2004-2005 OPERATING BUDGET FOR VARIOUS <br />INITIATIVES RELATED TO IMPLEMENTATION OF THE CITY'S COMPREHENSIVE <br />PLAN AND THE CITYWIDE DEVELOPMENT AND IMPLEMENTATION OF <br />STRATEGIC OPERATIONAL SYSTEMS." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />04 - 481 - Adoption of an ordinance to reprogram $2,804,296 of FY 2005 Capital <br />Improvement Program funds from various capital projects previously authorized and <br />appropriated in FY 2005 and before. <br /> <br />This action will provide funding primarily for the Ntelos Pavilion Canopy <br />Enhancement and Drainage Improvement Project, the Emergency <br />Communications/Emergency Operations Center Relocation Project, the Court <br />Complex Renovation Design Project, and Hazardous Material Cleanup in the <br />Civic Center, etc. <br /> <br />Recommended Action: <br /> <br />· Adopt ordinance to reprogram $2,804,296 of FY 2005 Capital Improvement Program <br />funds from various existing capital projects previously authorized and appropriated in <br />FY 2005 and before. <br /> <br />Summary: <br /> <br />· This action is necessary provide funding primarily for three major capital projects <br />(one new and two existing) and other capital projects. <br /> <br />Purpose and Need: <br /> <br />· The reprogramming of these CIP funds from various existing capital projects will <br />provide necessary funding for the following capital project work: <br /> <br /> > Enhancement of the canopy and improvement of the drainage at the N-Telos <br />Pavilion at Harbor Center. <br /> <br /> > Purchase of property (land and building), build-out of interior space, and <br />installation of equipment at 307 Court Street for the purpose of relocating <br />Emergency Communications Center and the Emergency Operations Center. <br /> <br />the <br /> <br />Design phase for the renovation of the Court Complex at the Municipal Center. <br /> <br /> > Hazardous Materials Cleanup for the Civic Center and other miscellaneous <br />capital projects. <br /> <br />Financial Impact: <br /> <br />· No additional CIP funding is necessary. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on the changes to the financial <br />plan. Also, he questioned why half of the money has been removed from the Cradock <br />Athletic Field project and why the "walking path" project was reduced. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO REPROGRAM FUND IN THE CAPITAL IMPROVEMENT FUND <br />FROM VARIOUS CAPITAL IMPROVEMENT PROJECTS AUTHORIZED IN FISCAL <br />YEAR 2004-2005 AND IN PRIOR FISCAL YEARS SO AS TO PROVIDE ADDITIONAL <br />FUNDING FOR VARIOUS ONGOING AND TWO NEW CAPITAL IMPROVEMENT <br />PROJECTS." <br /> <br /> <br />
