December 14, 2004 <br /> <br />04 - 478 - Adoption of an ordinance to amend the FY 2004-2005 Operating Budget and <br />to appropriate $16,845 in the Grants Fund for the 2004 USDA Summer Food Program <br />to allow for completion of program expenses. <br /> <br />This action will allow the City to use the additional funds granted for outstanding <br />program expenses incurred, including supplies and the upgrade of the food sites. <br />No local match is required. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $16,845 of unbudgeted funds to the USDA <br />Summer Food Program grant to allow for completion of program expenses. <br /> <br />Purpose and Need: <br /> <br />· The City of Portsmouth obtained a grant from the United States Department of <br />Agriculture to provide breakfast and lunches to economically disadvantaged youth at 28 <br />locations in the City. <br /> <br />· The numbers served exceeded our estimates by 11,034 breakfasts and 165 <br />lunches. Actual reimbursement from USDA, including additional food costs and <br />allowable administrative costs, has exceeded the original budget of $286,239. <br /> <br />· This action will allow for the additional $16,845 received from the grantor to be used <br />for outstanding program expenses and purchase of supplies and equipment in <br />upgrading of food sites. <br /> <br />Financial Impact: <br /> <br />· These funds have all been reimbursed to the City. This appropriation will make the <br />funding available to proceed with the program. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $16,845 IN SUMMER FOOD PROGRAM GRANT FUNDS <br />FROM THE U.S. DEPARTMENT OF AGRICULTURE (USDA) AND APPROPRIATING <br />SAID SUM IN THE GRANTS FUND FOR OUTSTANDING PROGRAM EXPENSES." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />04 - 479 - Adoption of an ordinance to amend the FY 2004-2005 Operating Budget and <br />to appropriate $14,632 in the General Fund for medical services provided to inmates. <br /> <br />The City has received previous payments from the healthcare contractor for the <br />jail that will cover the costs for these services. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to amend the FY2004-2005 Operating Budget and to <br />appropriate $14,632 in the General Fund for medical services provided to inmates. <br /> <br />Summary: <br /> <br />· The City received funds not spent from the end of the fiscal year for medical services <br />allowed for inmates in the City Jail. Since that time, a reconciliation of payments and <br />services revealed that $14,632 is due for outstanding services. <br /> <br />Purpose and Need: <br /> <br />· Prison Healthcare Services (PHS) provides medical treatment to inmates throughout <br />the year. In accordance with the PHS contract agreement, any outstanding amount <br />requires payment. <br /> <br /> <br />
