December 14, 2004 <br /> <br />- City Manager's Report - <br /> <br />04 - 477 - Adoption of an ordinance to amend the FY 2004-2005 Operating Budget and <br />to appropriate $52,476 of additional revenue from the Commonwealth of Virginia for <br />Behavioral Healthcare Services programs. <br /> <br />These additional monies include federal block grant funds (received through the <br />State) to assist with housing and case management needs and with the <br />gathering of data for reporting requirements, other funding for emergency <br />preparedness and disaster preparedness, and funding for contractual services <br />for children. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to amend the FY2004-2005 Operating Budget and to <br />appropriate $52,476 of additional revenue from the Commonwealth of Virginia for <br />Behavioral Healthcare Services programs. <br /> <br />Summary: <br /> <br />· These additional monies include federal block grant funds (received through the <br />State) to assist with housing and case management needs and with the gathering of <br />data for reporting requirements, other funding for emergency preparedness and disaster <br />preparedness, staff training for the homelessness transition program, and funding for <br />contractual services for children. <br /> <br />Purpose and Need: <br /> <br />· During the course of each year, the Commonwealth of Virginia provides funds to the <br />Department of Behavioral Healthcare Services (BHS) for designated purposes and <br />programs. <br /> <br />· The funds received by the State from the Federal Block Grant Program will be used <br />toward the cost of establishing a data infrastructure system for mental health reporting <br />requirements and to assist with housing and case management needs for consumers <br />residing in the community. <br /> <br />· The State is also providing funds to BHS for emergency preparedness and disaster <br />training, for training of the mental health PATH (Projects to Assist in Transition from <br />Homelessness) outreach staff and for contractual services for the Mental Health <br />Children's Services program. <br /> <br />Financial Impact: <br /> <br />· These funds are being appropriated as follows: <br /> <br />Data Infrastructure <br />Housing and Case Management <br />Emergency Preparedness <br />PATH Training <br />Children's Services <br /> <br />1,000 <br />16,800 <br />8,000 <br />1,676 <br />25,000 <br /> <br />Total Appropriation $52,476 <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $52,476 IN FUNDS FROM THE COMMONWEALTH OF <br />VIRGINIA AND APPROPRIATING SAID SUM IN THE BEHAVIORAL HEALTHCARE <br />SERVICES FUND FOR VARIOUS DEPARTMENTAL PROGRAMS." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
