October 26, 2004 At a Regular Meeting of the City Council on Tuesday, October 26, 2004, there were present: Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Ray A. Smith, Sr., Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. Reverend Larry O'Brien, Pastor, Churchland Assembly of God, opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Vice Mayor Moody called the meeting to order and welcomed all in attendance. Motion by Mr. Heretick, and seconded by Ms. Randall, to approve the minutes of a Called Meeting on October 7, 2004, a Called Meeting on October 8, 2004, a Called Meeting on October 9, 2004, a Called Meeting on October 12, 2004, a Regular Meeting on October 12, 2004, and a Called Meeting on October 18, 2004, and was adopted by unanimous vote. 04 - 414 - Presentation: · Presentation of special lapel pins to newly appointed Board and Commission members. - City Manager's Report - 04 - 415 - Adoption of an ordinance to amend the FY 2004-05 Operating Budget for the purpose of providing technology improvements in the office of the Clerk of the Circuit Court and to appropriate $45,591 of additional revenue for the Commonwealth for this purpose. The State Compensation Board recently met and considered budget requests from the Clerk's Technology Trust Fund and approved this amount for the Portsmouth Clerk's office for equipment upgrades and services. Recommended Action: · Adoption of an ordinance to amend the FY 2004-05 Operating Budget for the purpose of technology improvements in the office of the Clerk of the Circuit Court and to appropriate $45,591 of additional revenue from the Commonwealth for this purpose. Summary: · The State Compensation Board met on September 15, 2004 and considered the budget requests for the Clerk's Technology Trust Fund. During this meeting the Board approved an allocation of $45,591 for the Clerk of the Circuit Court in Portsmouth for the purpose of equipment upgrades and services. Purpose and Need: · From time to time it is necessary in administrative offices to evaluate the efficiency and effectiveness of the technology in use. · This one-time funding provides for upgrades to improve the equipment needed for the administrative functions. Financial Impact: · Funding is provided by the State for this expressed purpose and estimated revenue from the Commonwealth will be increased accordingly in the City's operating budget. Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote:
