October 26, 2004 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, October 26, 2004, <br />there were present: <br /> <br />Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, <br />Stephen E. Heretick, Ray A. Smith, Sr., Interim City Manager James B. Oliver, Jr., <br />City Attorney G. Timothy Oksman. <br /> <br /> Reverend Larry O'Brien, Pastor, Churchland Assembly of God, opened the <br />meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. <br /> <br />Vice Mayor Moody called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Heretick, and seconded by Ms. Randall, to approve the minutes of <br />a Called Meeting on October 7, 2004, a Called Meeting on October 8, 2004, a Called <br />Meeting on October 9, 2004, a Called Meeting on October 12, 2004, a Regular Meeting <br />on October 12, 2004, and a Called Meeting on October 18, 2004, and was adopted by <br />unanimous vote. <br /> <br />04 - 414 - Presentation: <br /> <br />· Presentation of special lapel pins to newly appointed Board and Commission <br /> members. <br /> <br />- City Manager's Report - <br /> <br />04 - 415 - Adoption of an ordinance to amend the FY 2004-05 Operating Budget for the <br />purpose of providing technology improvements in the office of the Clerk of the Circuit <br />Court and to appropriate $45,591 of additional revenue for the Commonwealth for this <br />purpose. <br /> <br />The State Compensation Board recently met and considered budget requests <br />from the Clerk's Technology Trust Fund and approved this amount for the <br />Portsmouth Clerk's office for equipment upgrades and services. <br /> <br />Recommended Action: <br /> <br />· Adoption of an ordinance to amend the FY 2004-05 Operating Budget for the <br />purpose of technology improvements in the office of the Clerk of the Circuit Court and to <br />appropriate $45,591 of additional revenue from the Commonwealth for this purpose. <br /> <br />Summary: <br /> <br />· The State Compensation Board met on September 15, 2004 and considered the <br />budget requests for the Clerk's Technology Trust Fund. During this meeting the Board <br />approved an allocation of $45,591 for the Clerk of the Circuit Court in Portsmouth for the <br />purpose of equipment upgrades and services. <br /> <br />Purpose and Need: <br /> <br />· From time to time it is necessary in administrative offices to evaluate the efficiency <br />and effectiveness of the technology in use. <br /> <br />· This one-time funding provides for upgrades to improve the equipment needed for <br />the administrative functions. <br /> <br />Financial Impact: <br /> <br />· Funding is provided by the State for this expressed purpose and estimated revenue <br />from the Commonwealth will be increased accordingly in the City's operating budget. <br /> <br /> Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br />
