October 12, 2004 <br /> <br />· "Health Rocks!" is a curriculum-based life skills development program for youth ages <br />8 to 12, sponsored by the National 4-H Council. It helps youth to learn skills such as <br />decision-making, critical thinking, and stress management but places a special <br />emphasis on tobacco-use prevention. It will be offered in all five (5) recreation centers. <br /> <br />· This prevention program that is built upon the strong foundations of life-skill <br />development and decision-making results in a reduction of youth tobacco and drug use. <br /> <br />· Kids who have personal social skills and competencies are more resistant to <br />substance use. <br /> <br />· The program also includes components that bring youth and adults together as <br />partners in developing community strategies that prepare young people to make health <br />lifestyle choices and to ensure their success in the 21st century. <br /> <br />Financial Impact: <br /> <br />· There is no local cash match required. <br /> <br /> Motion by Ms. Randall, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO ACCEPT A GRANT FROM THE MISSISSIPPI STATE <br />UNIVERSITY 4-H EXTENSION SERVICE IN THE AMOUNT OF $1,000 AND TO <br />APPROPRIATE SAID SUM IN THE GRANTS FUND FOR THE HEALTH ROCKS <br />PROGRAM OF THE PORTSMOUTH DEPARTMENT OF COMMUNITY RELATIONS <br />AND LEISURE SERVICES." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith <br />Nays: None <br /> <br />04 - 398 - Adoption of a resolution requesting the Virginia Department of Transportation <br />to include the proposed nature center at Hoffler Creek Wildlife Preserve as a <br />transportation enhancement project. <br /> <br />In order for a project to be eligible for consideration for funding through federal <br />ISTEA funds, it is required that City Council approve a resolution requesting the <br />project for the proposed nature center. <br /> <br />Recommended Action: <br /> <br />· Adoption of a resolution requesting that the Virginia Department of Transportation <br />approve the proposed nature center project at the Hoffler Creek Wildlife Preserve as a <br />transportation enhancement project. <br /> <br />Summary: <br /> <br />· The Federal Highway Administration has ruled that the proposed center may be <br />eligible for ISTEA funding as a Commonwealth Transportation Board project, <br />approved by City Council. <br /> <br />if <br /> <br />Purpose and Need: <br /> <br />· Each year the Virginia Department of Transportation approves a list of projects <br />eligible for Federal Transportation Enhancement funds through the Intermodal Surface <br />Transportation Efficiency Act (ISTEA). <br /> <br />· In order for a project to be eligible for consideration for funding through ISTEA funds, <br />it is required that City Council approve a resolution requesting the Commonwealth <br />Transportation Board to establish a project for improvement of the Hoffler Creek Wildlife <br />Preserve. <br /> <br />· The proposed nature center at Hoffler Creek was approved as a project by City <br />Council in FY2004-2005 of the CIP. <br /> <br /> <br />
