October 12, 2004 <br /> <br />· ISTEA principles indicate that "transportation directly affects our access to activities, <br />goods, and services which we value, defines the very shape of our <br />communities, and determines our ability to take advantage of social, economic, and <br />cultural opportunities. Post-ISTEA legislation should facilitate the transportation <br />improvements Americans need to improve their daily lives." <br /> <br />· These principles are also in accordance with the City's vision and mission <br />statements for the Portsmouth 2025 Comprehensive Plan. <br /> <br />Financial Impact: <br /> <br />· City Council approved the appropriation of $250,000 in the Capital Improvement <br />Program for the Hoffler Creek Wildlife Preserve Nature Center as matching money for a <br />$200,000 grant from the Department of Conservation and Recreation. <br /> <br />· This proposed transportation funding requires a 20% match. If approved, the <br />existing $250,000 CIP appropriation would also be utilized to provide the matching <br />funds for this program. <br /> <br /> Motion by Mr. Smith, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE COMMONWEALTH TRANSPORTATION <br />BOARD TO ESTABLISH A CONSTRUCTION PROJECT FOR IMPROVEMENTS AT <br />HOFFLER'S CREEK WILDLIFE PRESERVE IN THE CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, in accordance with Commonwealth Transportation Board <br />construction allocation procedures, it is necessary that a request by Council resolution <br />be made in order that the Virginia Department of Transportation program a <br />transportation enhancement project in the City of Portsmouth. <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that it hereby requests the Commonwealth Transportation Board to establish a <br />project for improvements at Hoffler's Creek Wildlife Preserve in the City of Portsmouth. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of Portsmouth hereby <br />agrees to pay 20% of the eligible costs for planning, design, and construction of this <br />project in accordance with Section 33.1-44 of the Code of Virginia (1950), as amended, <br />and that if the City of Portsmouth subsequently elects to cancel this project, the City of <br />Portsmouth hereby agrees to reimburse the Virginia Department of Transportation for <br />the total amount of the eligible costs expended by the Department through the date the <br />Department is notified of such cancellation." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith <br />Nays: None <br /> <br />-New Business- <br /> <br />04 - 399 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />04 - 400 - Items Submitted by Council Members <br /> <br />> Motion by Ms. Randall, and seconded by Mr. Heretick, that the City Clerk's <br />annual salary rate be increased to $62,630, effective immediately, and that the <br />2004-2005 Classification and Pay Plan be amended to show an annual rate of $64,509 <br />for the City Clerk, effective January 1,2005, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith <br />Nays: None <br /> <br /> <br />
