October 12, 2004 <br /> <br />· During the first year of the Weed and Seed initiative, the City offered a swimming <br />program at the YMCA to offer lessons to 50 at-risk youth, kicked off the first "Clean <br />Community Day" in Lincoln Park and Dale Homes, supported a basketball league at the <br />VISION Center 1, assisted with a "Back-to-School Stay on Target Rally" at Brighton <br />Rock A.M.E. Zion Church, and the Police Department executed three operations, one of <br />which resulted in five arrests and 21 charges. <br /> <br />· For the second year of the Weed and Seed initiative, the City plans to implement a <br />special project entitled, "lntergenerational Mentoring," by partnering of the Friends of the <br />Juvenile Court and Grandparents as Parents. Second year funds will also assist with <br />such programs as "Yard of the Month," the Juvenile Receiving Center for use by curfew <br />and truancy overtime patrols, and will continue the "Safe Havens" program that provides <br />for tutoring to include the use of accelerated reading and math software. <br />Financial Impact: <br /> <br />· This is a reimbursable grant that requires no match. <br /> <br />· Funding is for the second year of grant availability over five years. <br /> <br />· The Weed and Seed Steering Committee leverages resources from a variety of <br />partners to fully fund and sustain the initiative. <br /> <br /> Motion by Mr. Heretick, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO ACCEPT A GRANT FROM THE UNITED STATES DEPARTMENT <br />OF JUSTICE IN THE AMOUNT OF $225,000 AND TO APPROPRIATE SAID SUM IN <br />THE GRANTS FUND FOR THE WEED AND SEED INITIATIVE IN THE NEHEMIAH <br />VISION NEIGHBORHOODS." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith <br />Nays: None <br /> <br />04 - 397 - Adoption of an ordinance to accept a grant in the amount of $1,000 from the <br />National 4-H Council and to appropriate the same amount in the Grants Fund for the <br />Health Rocks! program. <br /> <br />The purpose of this program is to help youth who are already forming their <br />opinions about tobacco, alcohol and drug use to take control of these choices <br />and not make them because of peer pressure, stress, or other emotional factors. <br /> <br />Recommended Action: <br /> <br />· Adoption of an ordinance to accept a grant from the National 4-H Council in the <br />amount of $1,000 and to appropriate the same amount in Grants Fund to support the <br />"Health Rocks!" program offered through the Portsmouth Department of Community <br />Relations and Leisure Services. <br /> <br />Summary: <br /> <br />· The purpose of this National 4-H Program is to help youth who are already forming <br />their opinions about tobacco, alcohol and drug use to take control of these choices and <br />to minimize peer pressure, stress, or other emotional factors. <br /> <br />Purpose and Need: <br /> <br />· 4-H has worked for decades to help youth develop skills that serve them for life. <br />Some of these skills, such as communicating with others, relating to change, and <br />dealing with stress, help youth as they seek to develop the internal strength to resist <br />risky behaviors. <br /> <br /> <br />
