Motion by Mr. King, and seconded by Mr. Hawks, to adopt the following ordinance and was adopted by the following vote: "AN ORDINANCE TO AMEND CHAPTER 35 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1988, BY ADDING THERETO, SECTION 35-3 (E), PERTAINING TO TAXES ON PERSONAL PROPERTY, MACHINERY AND TOOLS." Ayes: Epperson, Griffin, Hawks, King, Pitts, Webb Nays: Clemens 94-68 - Letter from the City Manager recommending adoption of a resolution endorsing a tree planting and installation project and the application of the City of Portsmouth for award of a grant from the Virginia Department of Forestry administered by the U.S. Small Business Administration. "The Virginia Department of Forestry is currently accepting proposals for tree installation programs for the October 1994-March 1995 period. The tree program is administered by the U. S. Small Business Administration. If awarded to the City, this grant totaling $19,618 will provide 55%, or $10,790, of the cost of tree installation. The non-federal share of this proposed project is $5,000. These funds will come from funds to be donated by the Portsmouth Area Council of Garden Clubs, Commemorative Tree Program. Also, additional in-kind services in the amount of $3,828 will be included to provide the second and third year maintenance to these 147 trees. Sites with the highest priority in the grant application are as follows: - New Churchland Fire Station - Port Norfolk Historic District - Portsmouth Boulevard - median plantings - Cradock Historic District The Director of Leisure Services recommends endorsement of the program. I therefore, concur and recommend your adoption of a resolution endorsing the proposed tree planting program application." Motion by Mr. King, and seconded by Mr. Hawks, to adopt the following resolution and by the following vote: "A RESOLUTION ENDORSING A TREE PLANTING AND INSTALLATION PROJECT AND THE APPLICATION OF THECITY OF PORTSMOUTH FOR AWARD OF A GRANT FROM THE VIRGINIA DEPARTMENT OF FORESTRY ADMINISTERED BY THE U. S. SMALL BUSINESS ADMINISTRATION. WHEREAS, the Virginia Department of Forestry is currently accepting proposals for tree installation programs administered by the U. S. Small Business Administration; and WHEREAS, the City's Department of Parks and Recreation has filed an application for a grant under said Program; and WHEREAS, the grant will provide funding for the planting of approximately 147 trees at the new Churchland Fire Station and street trees in Port Norfolk Historic District, Portsmouth Boulevard medians and Cradock Historic District.
