February 22, 1994 <br /> <br /> I re~o~,end adOpti0n ~f this amendment to our City Code, <br />which provides ;foE SUeh feeS, or like fees, where imposed by <br />agency of the CommOnwealth as a result of its assistance in the <br />collection of taxes." <br /> <br /> Motion by Mr. King, and seconded by Mr. Hawks, to adopt the <br />following ordinance and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 35 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA, 1988, BY ADDING THERETO, SECTION 35-3 <br />(E), PERTAINING TO TAXES ON PERSONAL PROPERTY, MACHINERY AND <br />TOOLS." <br /> <br />Ayes: Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: Clemens <br /> <br />94-68 - Letter from the City Manager recommending adoption of a <br />resolution endorsing a tree planting and installation project <br />and the application of the City of Portsmouth for award of a <br />grant from the Virginia Department of Forestry administered by <br />the U.S. Small Business Administration. <br /> <br /> "The Virginia Department of Forestry is currently accepting <br />proposals for tree installation programs for the October <br />1994-March 1995 period. The tree program is administered by the <br />U. S. Small Business Administration. If awarded to the City, <br />this grant totaling $19,618 will provide 55%, or $10,790, of the <br />cost of tree installation. <br /> <br /> The non-federal share of this proposed project is $5,000. <br />These funds will come from funds to be donated by the Portsmouth <br />Area Council of Garden Clubs, Commemorative Tree Program. Also, <br />additional in-kind services in the amount of $3,828 will be <br />included to provide the second and third year maintenance to <br />these 147 trees. Sites with the highest priority in the grant <br />application are as follows: <br /> <br />- New Churchland Fire Station <br />- Port Norfolk Historic District <br />- Portsmouth Boulevard - median plantings <br />- Cradock Historic District <br /> <br /> The Director of Leisure Services recommends endorsement of <br />the program. I therefore, concur and recommend your adoption of <br />a resolution endorsing the proposed tree planting program <br />application." <br /> <br /> Motion by Mr. King, and seconded by Mr. Hawks, to adopt the <br />following resolution and by the following vote: <br /> <br /> "A RESOLUTION ENDORSING A TREE PLANTING AND INSTALLATION <br />PROJECT AND THE APPLICATION OF THECITY OF PORTSMOUTH FOR AWARD <br />OF A GRANT FROM THE VIRGINIA DEPARTMENT OF FORESTRY ADMINISTERED <br />BY THE U. S. SMALL BUSINESS ADMINISTRATION. <br /> <br /> WHEREAS, the Virginia Department of Forestry is currently <br />accepting proposals for tree installation programs administered <br />by the U. S. Small Business Administration; and <br /> <br /> WHEREAS, the City's Department of Parks and Recreation has <br />filed an application for a grant under said Program; and <br /> <br /> WHEREAS, the grant will provide funding for the planting of <br />approximately 147 trees at the new Churchland Fire Station and <br />street trees in Port Norfolk Historic District, Portsmouth <br />Boulevard medians and Cradock Historic District. <br /> <br /> <br />
