302 <br /> <br />February 22, 1994 <br /> <br /> WHEREAS, in addition, all of the citizens of the City will <br />share in the environmental ahd beautification benefits of this <br />Program upon award of a Program grant. <br /> <br /> NOW THEREFORE, BE IT RESOLVED that the Council of the City <br />of Portsmouth, Virginia, hereby endorses this project and the <br />purposes of the U. S. Small Business Administration by <br />supporting the application for funding submitted on behalf of <br />the City of Portsmouth, and agrees to undertake the fulfillment <br />of all of the Grant's requirements Should the 'City receive such <br />award. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be and hereby <br />is, directed to forward a copy of this Resolution to the <br />Virginia Department of Forestry for inclusion as part of the <br />City's Grant Proposal Application under the Progrsan." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />- NEW BUSINESS - <br /> <br />94-69 Boards and Commissions <br /> <br />There were no appointments. <br /> <br />94-70 - Items Submitted by Council Members <br /> <br /> Motion by Mr. King, and seconded by Mr. Clemons, to adopt <br />a resolution relative to the construction of a new I. C. <br />Norcom High School, and was defeated by the following vote: <br /> <br />Ayes: Clemons, Griffin, King <br />Nays: Epperson, Hawks, Pitts, Webb <br /> <br /> Motion by Mr. Epperson, and seconded by Mr. Pitts, to <br />adopt an alternate resolution relative to the construction of a <br />new I. C. Norcom High School. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. King, to amend <br />the alternate resolution presented by Mr. Epperson by deleting <br />all reference to a six-month time period and was adopted by the <br />following vote: <br /> <br />Ayes: Epperson, Griffin, King, Pitts, Webb <br />Nays: Clemons, Hawks <br /> <br /> The following amended alternate resolution was then <br />adopted and by the following vote: <br /> <br /> "A RESOLUTION RELATIVE TO THE CONSTRUCTION OF A NEW I.C. <br />NORCOM HIGH SCHOOL. <br /> <br /> WHEREAS, City Council of the City of Portsmouth, Virginia, <br />as a part of the Capital Improvement Plan process, identified <br />the Capital Improvement Funds designated for education for a <br />new I. C. Norcom High School to be conditioned upon the new I. <br />C. Norcom High School being built at the current Harry Hunt Jr. <br />High School site, if same is suitable for construction, and on <br />land adjourning the Harry Hunt Jr. High School site as may be <br />necessary; and <br /> <br /> WHEREAS, the United States Environmental Protection Agency <br />is evaluating the Harry Hunt Jr. High School site; and <br /> <br /> WHEREAS, the City Council of the City of Portsmouth, <br />Virginia, feels that it is in the best interest of the City of <br />Portsmouth to construct a new I. C. Norcom High School at a <br />site that is suitable for construction. <br /> <br /> <br />
