302 February 22, 1994 WHEREAS, in addition, all of the citizens of the City will share in the environmental ahd beautification benefits of this Program upon award of a Program grant. NOW THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, hereby endorses this project and the purposes of the U. S. Small Business Administration by supporting the application for funding submitted on behalf of the City of Portsmouth, and agrees to undertake the fulfillment of all of the Grant's requirements Should the 'City receive such award. BE IT FURTHER RESOLVED that the City Clerk be and hereby is, directed to forward a copy of this Resolution to the Virginia Department of Forestry for inclusion as part of the City's Grant Proposal Application under the Progrsan." Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb Nays: None - NEW BUSINESS - 94-69 Boards and Commissions There were no appointments. 94-70 - Items Submitted by Council Members Motion by Mr. King, and seconded by Mr. Clemons, to adopt a resolution relative to the construction of a new I. C. Norcom High School, and was defeated by the following vote: Ayes: Clemons, Griffin, King Nays: Epperson, Hawks, Pitts, Webb Motion by Mr. Epperson, and seconded by Mr. Pitts, to adopt an alternate resolution relative to the construction of a new I. C. Norcom High School. Motion by Mr. Griffin, and seconded by Mr. King, to amend the alternate resolution presented by Mr. Epperson by deleting all reference to a six-month time period and was adopted by the following vote: Ayes: Epperson, Griffin, King, Pitts, Webb Nays: Clemons, Hawks The following amended alternate resolution was then adopted and by the following vote: "A RESOLUTION RELATIVE TO THE CONSTRUCTION OF A NEW I.C. NORCOM HIGH SCHOOL. WHEREAS, City Council of the City of Portsmouth, Virginia, as a part of the Capital Improvement Plan process, identified the Capital Improvement Funds designated for education for a new I. C. Norcom High School to be conditioned upon the new I. C. Norcom High School being built at the current Harry Hunt Jr. High School site, if same is suitable for construction, and on land adjourning the Harry Hunt Jr. High School site as may be necessary; and WHEREAS, the United States Environmental Protection Agency is evaluating the Harry Hunt Jr. High School site; and WHEREAS, the City Council of the City of Portsmouth, Virginia, feels that it is in the best interest of the City of Portsmouth to construct a new I. C. Norcom High School at a site that is suitable for construction.
